Piirkond on oluline II kaitsekategooria liigi kirjuhaha (Polysticta stelleri) peatus- ja talvitumisalana – Eesti asurkonnast talvitab >90% Vilsandi rahvuspargi akvatooriumis. Talvituvad hahad püsivad Vilsandi rahvuspargi merepiirkonnas enamasti aprilli lõpuni, vähem on linde juuni keskpaigani. Soovitame Vilsandi RP piirkonnas geofüüsikalisi uuringuid teha mais või juunis, kui talvituvad hahad on piirkonnast lahkunud; 5. uuringu korraldaja peab kooskõlastama uurimistegevuste täpse aja, kestuse, ala ja ohutsooni Transpordiametiga e-postil ([email protected]) vähemalt üks nädal enne tegeliku uurimistegevuse alustamist; 6. kui uurimisgraafikus, asukohas või muudes meresõiduohutust puudutavates asjaoludes toimub muudatusi, tuleb nendest viivitamatult teavitada Transpord iametit e-postil [email protected]; 7. uuringualal leiduvate veealuste mälestiste ja nende kaitsevööndite kohta leiab infot kultuurimälestiste riiklikust registrist (https://register.muinas.ee/) ning Maa- ja Ruumiameti kultuurimälestiste kaardirakendusest (https://xgis.maaamet.ee/xgis2/page/app/kultuurimalestised). The survey will utilize side-scan sonar (SSS), a low- frequency (1–20 kHz) acoustic sub-bottom profiler (SBP), a magneto/gradiometer, a multibeam echosounder (MBES), and a remotely operated vehicle (ROV). Suur-Ameerika 1 | Tallinn 10122 | 626 2802 | [email protected] | www.kliimaministeerium.ee | Registrikood 70001231 Additional conditions and obligations of the permit owner: 1. the research cruise must be carried out in accordance with international and Estonian legislation, and must not interfere with vessel traffic; 2. information on the place and time of entering and leaving the Estonian territorial sea must be reported to the Estonian Navy Maritime Operational Centre`s radio station (call-sign: „Estonian Coast Guard“) either by e-mail [email protected] (preferred), by phone +372 717 7493 or on the VHF frequency 156.475 MHz (channel 69); 3. the Ministry of Climate, as an issuer of the marine research permit, must be informed immediately of any substantial changes in the research project by e-mail [email protected]; 4. the survey area partially overlaps with the limited management zone of Vilsandi National Park, which is a part of the Natura 2000 network of bird and nature areas. Its conservation objectives include the protection of marine habitats, landscapes, and migratory birds. The area is a significant stopover and wintering site for the Steller’s eider (Polysticta stelleri), a Category II protected species; more than 90% of the Estonian wintering population stays within the waters of Vilsandi National Park. Wintering eiders generally remain in the marine area of Vilsandi National Park until late April, with smaller numbers present until mid-June. We recommend conducting geophysical surveys in the Vilsandi National Park area in May or June, once the wintering Steller's eiders have left the region; 5. the organizer must coordinate the exact time, duration, area, and safety zone concerning the research activities with the Estonian Transport Administration via email ([email protected]) at least one week before commencing the actual research activities; 6. if there are changes in the research schedule, location, or any other circumstances that concern maritime safety, the Estonian Transport Administration must be notified immediately via email [email protected]; 7. information about underwater monuments and their protection zones in the study area can be found in the National Register of Cultural Monuments (https://register.muinas.ee/public.php?lang=en) and on the Cultural Monuments Map Application of the Land and Spatial Development Board (https://xgis.maaamet.ee/xgis2/page/app/kultuurimalestised). Anchoring is not permitted on underwater monuments. If activities are planned in the protection zone of an underwater monument, the National Heritage Board ([email protected]) must be notified at least ten days before work begins (Heritage Conservation Act (MuKS) § 58(3)(4), §59); 8. before starting work, the locations of localised historical wrecks must be checked in the Estonian Transport Board's hydrographic information system (https://his.vta.ee:8443/HIS/Avalik?REQUEST=Main&WIDTH=1920&HEIGHT=911). No intrusive surveys shall be conducted at the locations of localised wrecks (MuKS § 25 (2)); 9. pursuant to Section 247, clause 2 of the Water Act, the Geological Survey of Estonia (EGT) shall be allowed to have a representative participate in the survey upon request. No later than two weeks before the start of the survey, the schedule and programme of the marine survey must be forwarded to EGT (email: [email protected]), including information on the composition of the data to be collected, metadata, and data formats. This will enable the EGT to ensure the participation of its representative in the conduct of the survey, if they so wish; 10. the surveyor shall submit the raw data from the marine geophysical survey to the EGT within two weeks of completing the survey. Suur-Ameerika 1 | Tallinn 10122 | 626 2802 | [email protected] | www.kliimaministeerium.ee | Registrikood 70001231 Additional conditions and obligations of the permit owner: 1. the research cruise must be carried out in accordance with international and Estonian legislation, and must not interfere with vessel traffic; 2. information on the place and time of entering and leaving the Estonian territorial sea must be reported to the Estonian Navy Maritime Operational Centre`s radio station (call-sign: „Estonian Coast Guard“) either by e-mail [email protected] (preferred), by phone +372 717 7493 or on the VHF frequency 156.475 MHz (channel 69); 3. the Ministry of Climate, as an issuer of the marine research permit, must be informed immediately of any substantial changes in the research project by e-mail [email protected]; 4. research activities must remain inside the agreed research area; 5. the navigator of the research vessel must keep a radio watch on the GOFREP or VTS working channel (61, 60, or 13 depending on the area) and channel 16; 6. activities must also be coordinated with the Finnish VTS/GOFREP centre when operating in the Finnish GOFREP area; 7. the organizer of the survey must coordinate the exact time, duration, area, and safety zone concerning the research activities with the Estonian Transport Administration via email ([email protected]) at least one week before commencing the actual research activities; 8. the exact time and location of the activities, as well as any other relevant information needed to ensure maritime safety, must be coordinated with the VTS/GOFREP operator on the relevant VHF working channel in a timely manner; 9. anchoring is prohibited closer than 0.5 NM to underwater cables and pipelines; 10. if there are changes in the research schedule, location, or any other circumstances that concern maritime safety, the Estonian Transport Administration must be notified immediately via email ([email protected]); 11. information about underwater monuments and their protection zones in the study area can be found in the National Register of Cultural Monuments (https://register.muinas.ee/public.php?lang=en) and on the Cultural Monuments Map Application of the Land and Spatial Development Board (https://xgis.maaamet.ee/xgis2/page/app/kultuurimalestised). Anchoring is not permitted on underwater monuments. If activities are planned in the protection zone of an underwater monument, the National Heritage Board ([email protected]) must be notified at least ten days before work begins (Heritage Conservation Act (MuKS) § 58(3)(4), §59); 12. before starting work, the locations of localised historical wrecks must be checked in the Estonian Transport Board's hydrographic information system (https://his.vta.ee:8443/HIS/Avalik?REQUEST=Main&WIDTH=1920&HEIGHT=911). No intrusive surveys shall be conducted at the locations of localised wrecks (MuKS § 25 (2)); 13. pursuant to Section 247, clause 2 of the Water Act, the Geological Survey of Estonia (EGT) shall be allowed to have a representative participate in the survey upon request. No later than two weeks before the start of the survey, the schedule and programme of the marine survey must be forwarded to EGT (email: [email protected]), including information on the composition of the data to be collected, metadata, and data formats. This will enable the EGT to ensure the participation of its representative in the conduct of the survey, if they so wish; 14. the surveyor shall submit the raw data from the marine geophysical survey to the EGT within two weeks of completing the survey.
