Dear colleagues from the Basic Court of Prishtina
Thank you for your letter of August 31, you sent to Estonian administrative courts and to Estonian Association of Judges. We appreciate with greatest pleasure your interest into our court system (especially the part of administrative courts) and thank you for nice words about the good reputation of Estonian administrative court system.
We discussed your request and regrettably recognize that current situation is quite complicated to make binding arrangements for study visit in the nearest future. In Estonian courts, we have agreed common rules for people visiting our courthouses due to the continuing spread of coronavirus and try to minimize the contacts in the courthouses. At the same time we are ready dynamically to change them stricter according to the expansion, should this happen.
We confirm our willingness to introduce Estonian court system and to share our experience on the field of administrative justice after some time when there is more clarity and confidence to conclude binding agreements and speak about exact dates and schedules. So we propose to take a contact again for further consideration when the fight against coronavirus doesn’t disturb our everyday management so seriously.

I hope this e-mail finds you well in these difficult times of Pandemic.
My name is Kreshnik Kaçiu and I am currently working as a Judge in the Administrative Department of the Basic Court of Prishtina, Republic of Kosovo.
Currently, there is an initiative within our Department to discuss about the possibility of amending and/or changing our Law on Administrative Disputes, considering that it has been a long time since the last adoption in 2010.
It is unquestionable that Estonia has a huge experience and a great court system in the field of administrative law, specifically because of its division in county and administrative courts serving as the first instance courts, circuit courts serving as the second instance, and the Supreme Court is the third instance.
Having in mind your large amount experience in the field of Administrative Law co-existing with remarkable e-services from the Judicial perspective, a small group of Judges and Judicial representatives including the head of the Basic Court of Prishtina, would consider a short visit in Estonia, upon your invitation and the available time you will have.
