The event will take place on 21 (afternoon) - 23 (morning) September 2026, at the Council of Europe’s Office in Paris (55, avenue Kléber, 75116). The event will explore the development, deployment and oversight of AI in healthcare, notably the risks and impact of a chronic disease management AI chatbot on human rights, democracy and the rule of law. We have the pleasure of inviting one representative or expert from your country to participate in the event. You are kindly asked to consider the criteria for selection in Appendix I of this letter. The names and contact details of the nominated representatives/experts should be sent to the Secretariat (below) by 15 July 2026. Participants’ travel and subsistence expenses will be borne by the Council of Europe on the terms specified in the enclosed Rules. Please note that the rate of daily allowance has been set at € 199 for 2026. The organisers will provide the participants with prepaid tickets. The claim form and supporting documents for the subsistence allowance reimbursement must be returned by e-mail as soon as possible, ideally before the meeting, and at the latest within 30 days after the end of the meeting. Reimbursement will be made by bank transfer after the meeting. An insurance policy taken out by the Council of Europe with the insurers AIG EUROPE (Policy number 9.502.001) covers risks related to official journeys such as medical expenses for illness, accident and medical repatriation for persons up to their 80th birthday. Importantly, the primary consideration is the individual’s proximity to actual regulatory or oversight decisions regarding health AI systems, rather than seniority or protocol status. or - An individual with direct, hands-on involvement in patient-facing healthcare, ideally in settings using AI-assisted clinical decision support, chronic disease management, patient navigation, or patient rights advocacy. This includes professionals in primary or secondary clinical practice, nursing, community health, or those representing groups disproportionately affected by chronic conditions. The essential qualifier is direct engagement with patients or patient interests as it relates to the application of AI within a healthcare or advocacy context.
