The proceedings are regulated by Chapter 8 of the Public Procurement Act (https://www.riigiteataja.ee/en/eli/ee/504052026002/consolide/current (PPA ), which includes a list of the mandatory information to be provided in a complaint (Section 190, subsection 1 of the PPA).
Additionally, when submitting a complaint, a state fee must be paid in accordance with the procedure set forth in Section 258 of the State Fees Act, which in this public procurement means a state fee in the amount of 2560 euros.
You can challenge the contracting authority's decision of 11.05.2026 until 21.05.2026.

Following the conclusion of this tender, and the award of the contract to ICOR Technology Inc (828292540RP0001), we wish to make the following statement:
We, NIC Instruments LTD (00559230), were rejected, as our bid did not meet all the minimum requirements set out in the procurement documents.
It is clear from looking at the requirements, which we were not allowed to see before prequalification, that this requirement has clearly been written around the ICOR flex.
As such, we wish to express our severe displeasure that you forced us to go through an expensive and time-consuming prequalification in order to gain access to the requirements. If we had this document beforehand, we simply wouldn’t have made a submission, as it is clear the intention was to buy ICOR flex.
None of the requirements needed any level of secrecy, they are typical requirements of many UGV tender bids in the public domain.
