In March 2025, the United Nations Statistical Division approved the Health Product Access Index as the replacement for the former SDG indicator 3.b.3 – Proportion of health facilities that have a core set of relevant essential medicines available and affordable on a sustainable basis. Modeled after SDG indicator 3.8.1 – Universal Health Coverage Service Coverage Index, the Health Product Access Index is composite indicator that summarizes data from a set of tracer indicators spanning access to medicines, vaccines, diagnostics, assistive products, and other essential health products. Member States are requested to nominate or confirm a technical focal point for this consultation. Contact details (full name, title, affiliation, and e-mail address) should be submitted no later than 27 May to WHO’s Department of Health Products Policies and Standards via [email protected]. If focal points have been previously designated for other SDG health indicators, Member States are invited to either confirm the same focal point(s) or designate a new one for this indicator. The nominated focal point(s) may also be asked to review draft indicator values for future indicators related to medicines and health products access, as WHO continues to develop and refine global indicators related to the monitoring of access to medicines and health products. WHO suggests that Member States designate a focal point who has expertise or experience in one or more of the following areas: 1) Health service coverage monitoring, including experience with population-based health surveys, routine health information systems, and administrative data sources that provide information on the coverage of health services and health product use. 2) Access to medicines and health products, including supply chain monitoring, procurement data, or regulatory policy. Documentation of methods, data sources, and preliminary country estimates will be shared with designated focal points beginning 1 June. Focal points will have three months to review these materials and, where applicable, to provide additional national data needed to produce or validate indicator values. Submissions received after this date may not be incorporated into the final publication of country estimates. Any questions about the process may be addressed by email to [email protected]. Page 2 C.L.15.2026 Following the country consultation, WHO will release global, regional, and country-level estimates of SDG indicator 3.b.3 on its website as well as on the United Nations Statistics Division’s SDG global data portal. The estimates will be featured in future global health products access monitoring reports.
