Ravikindlustuse seaduse kohaselt on töölepingu alusel töötaval inimesel õigust saada ravikindlustust juhul, kui tema tööleping on tähtajatu või kestab üle ühe kuu. Kuid antud seadus teeb erisuse arst- residentidele ning neil on õigus ravikindlustusele ka juhul, kui neil on residentuuri baasasutusega sõlmitud ühekuuline tööleping praktilise koolituse läbimiseks. Tervisekassa saab andmed isiku kindlustuskaitse tekkimiseks, peatumiseks ja lõppemiseks Töötamise registrist (edaspidi TÖR). Aeg-ajalt on Tervisekassasse jõudnud juhtumeid, kui arst-residendid on ravikindlustuseta, kuna nende praktilise koolituse töölepingud erinevates baasasutustes on TÖR-s registreeritud tähtajalistena (1 kuu). Hetkel ei ole TÖR-s võimalust arst-residendi töötamise registreerimise erisuse valimiseks, mistõttu tähtajaliselt (kuni 1 kuu) registreeritud töötamise andmeid Tervisekassa andmekogusse ei edastata ja arst-residendil ravikindlustust ei teki. Edastame info, kuidas residentuuri baasasutused ehk tööandjad peaksid käituma, et arst-residentide töötamise andmed laekuksid Tervisekassa andmekogusse ja nende ravikindlustus oleks tagatud. Asutused, kelle juures arst-resident viib läbi oma residentuuri praktilist koolitust, registreerivad arst-residendi töötamise TÖR-i tähtajatuna. Töötamise lõpukuupäev märgitakse TÕR-i alles siis, kui töötamine on lõppenud. Tähtajatuna registreeritud töötamised edastatakse Tervisekassasse ja see tagab arst- residendile ravikindlustuse praktilise koolituse perioodiks. Peale praktilise koolituse lõppu (töölepingu lõppu) säilib arst-residendil kahekuuline kindlustuskaitse. Juhime tähelepanu, et selline töötamise märkimise erisus TÖR-is kehtib ainult arst –residentide korral residentuuri praktilise koolituse läbimisel residentuuri baasasutustes.
