Dear Sir or Madam,
I hope this message finds you well. I am writing to invite you to
participate in the European Fair Transition Observatory (EFTO) Stakeholder
Survey, carried out on behalf of the European Commission (DG EMPL) - see
reference letter attached.
EFTO has been established to strengthen the evidence base on how the
transition to climate neutrality affects workers, households, regions and
sectors across the EU. As part of this work, our team is conducting a
comprehensive mapping of national, regional and local policies that support
a fair, inclusive and socially sustainable green transition.
Your organisation’s expertise is essential to ensuring that EFTO captures a
complete and up-to-date picture of the policy landscape. In the survey, you
will be invited to:
* review and validate the policies identified so far for your country;
* assess their relevance and, where appropriate, identify best-practice
examples;
* add any further measures that may not have been captured during our
initial mapping; and
* optionally provide information on relevant data sources, where applicable
.
We would be especially grateful for your insights on regional and local
initiatives, as these are typically harder to identify through desk research
alone but are crucial for understanding how fair transition policies are
implemented on the ground.
The survey takes approximately 20 minutes to complete. All responses will be
treated confidentially, and no organisation will be quoted without prior
consent. Furthermore, if you could forward this survey to additional
organisations that are part of your network and that you deem particularly
well-placed to provide input, that would be much appreciated.

Subject: European Fair Transition Observatory-invitation to participate in
stakeholder consultation
TO WHOM IT MAY CONCERN
The Directorate-General for Employment, Social Affairs and Inclusion (DG EMPL) of the
European Commission is working to set up the European Fair Transition Observatory, a
flagship initiative under the Clean Industrial Deal.
The project aims to strengthen the evidence base, support policy monitoring, and foster
transparent dialogue among stakeholders on fair transition and competitiveness. One of the
main goals of the Observatory is to improve availability and granularity of the data and
identify knowledge and data gaps.
The project is implemented by a consortium led by Prognos and ICF who are currently
carrying out extensive policy mapping and data collection activities. To support this
process, inputs from stakeholders from EU, national, and local levels are essential.
As part of these activities, the consortium is conducting stakeholder consultations to gather
knowledge and information on policies promoting a fair transition, identify best practices,
and identify knowledge and data gaps. Insights from these consultations will help
strengthen the knowledge and the evidence base on employment developments, job
quality, and the social and distributional impacts of the transition.
Policy mapping is currently in progress, and inputs from stakeholders would help verify
preliminary findings, identify additional policy measures, relevant sources, and data.
We would be grateful if you could support the consortium’s work by sharing information
on relevant policies and available data, including access to datasets where feasible, and/or
by participating in interviews or consultation activities.
