NEW IHO DIRECTOR AND DIRECTORS ALLOCATION OF RESPONSIBILITIES
Reference: Assembly Circular Letter No 25/20 dated 05 June 2020 - Result of the election for
the position of the IHO Director
Dear Hydrographer,
1. IHO Secretary-General Dr Mathias Jonas and Director Abri Kampfer welcomed the new
Director Luigi Sinapi to assume office on 1 September 2020.
2. The Secretary-General, in consultation with the Directors, has allocated primary
responsibility for the various aspects of the IHO work programme so as to generally conform
with the three parts of the IHO Work Programme, as follows:
Mathias JONAS – Secretary-General
Relations with EU, the United Nations including IMO,ISA and WMO, international
bodies concerned with hydrographic matters in polar regions, Non-Member States
of the IHO, and other relevant organizations and bodies as appropriate;
Matters concerning IHO Membership, Host Government Affairs;
Public Relations;
Finance and Budget;
Strategic Plan, Work Plan;
Programme Performance Reporting;
IHO Council;
Administration of the IHO Secretariat, Information Technology;
Personnel Administration of the IHO Secretariat, Staff Regulations;
and the following Regional Hydrographic Commissions:
Arctic Regional Hydrographic Commission;
East Asia Hydrographic Commission;
Nordic Hydrographic Commission;
North Sea Hydrographic Commission;
US Canada Hydrographic Commission.
and the following Commission:
Hydrographic Commission on Antarctica.
Abri KAMPFER - Director Technical Programme
HSSC and subordinate bodies;
Relations with ABLOS, IALA, ICA, IEC, ISO, and other relevant organizations,
concerning the HSCC programme;
Technical Support services;
Stakeholder Liaison;
and the following Regional Hydrographic Commissions:
Baltic Sea Hydrographic Commission;
Eastern Atlantic Hydrographic Commission;
North Indian Ocean Hydrographic Commission;
Southern African and Islands Hydrographic Commission;
South-West Pacific Hydrographic Commission.
Luigi SINAPI - Director Inter Regional Coordination and Support Programme
IRCC, and its subordinate bodies, including IBSC and GEBCO;
Relations with FIG, GEO, IOC, the academic sector (education and training), and
other relevant organizations, concerning the IRCC programme;
Capacity Building, Training, Education and Technical Co-operation, including CB
Work Programme, CB Fund and budget;
IHO Publications;
International Hydrographic Review;
IHO Assembly ;
Annual Report;
and the following Regional Hydrographic Commissions:
Mediterranean and Black Seas Hydrographic Commission;
Meso American - Caribbean Sea Hydrographic Commission;
South-East Pacific Regional Hydrographic Commission;
ROPME Sea Area Hydrographic Commission;
South West Atlantic Hydrographic Commission.
3. This is an initial division of responsibilities. It may be adjusted in the future should the
Secretary-General consider it necessary, particularly in the light of new or emerging
requirements.
4. The Secretary-General is confident that the arrangements described above will provide
the most effective service to Member States and best meet the aims of the Organization.
