Saatja: Endrik Kriisa </O=MAJANDUS-TEEDE-SIDEMINISTEERIUM/OU=FIRST ADMINISTRATIVE GROUP/CN=RECIPIENTS/CN=ENDRIK.KRIISA> Saaja: '[email protected]', '[email protected]' Teema: Update of tools - Estonia 2024 Dear Frank, As per our Framework Agreement from 2023 (attached for more convenient access) article 3.1, we ask for a tender to the following: * Full maintenance and support contract for 9 months (starting right after the current contract ends, i.e. 01.11.2024) including service, support and updates for the LS telcom CHIRplus_BC, CHIRplus_TC and SPECTRAemc; * Conversion of Updated Population Map for Estonia (attached data for conversion). Delivery preferably should be before the beginning of September. Population data information: * If a 1x1 km square has a value of “0”, than there is no population. * If a 1x1 km square has an empty value of “ ”, than there is a population value of “less than 3”. For confidentiality purposes those squares are set to empty value. There should live a total of 7015 people in those 4711 1x1 km squares, that means statistically around 1.5 people in one “” square. (Total population in 01.01.2024 was 1 374 687). If you choose to submit a tender and if it should suit, we will need to conclude a procurement contract. We have three propositions: 1. In case the tender itself is detailed and includes all of the necessary information, and is in compliance with the Framework Agreement, we can submit an acceptance of the tender. If needed, we will bring out in the acceptance, if there are some clauses we should modify or if some clauses are not applicable at all. To fully conclude the procurement contract, both parties would sign both the tender and the acceptance of the tender. 2. In addition to the tender, you may also attach a non-signed contract in word format, if you already have one. Our legal team would review it and if necessary, make proposals to some clauses to ensure the compliance with the Framework Agreement. 3. Our legal team will draft up a procurement contract and send it over for you to review. You tender will be an annex to the contract. Please let us know, which of the three you prefer. According to our Framework Agreement art 5.2, an instrument of delivery shall be concluded if applicable, however according to art 5.1, we can also agree on a different method of transferring the Works. Establishing this is also important in the context of submitting an invoice (please refer to article 5.5). The deadline for your tender submission is 09.08.2024.
