Dear Member States of the World Health Organization,
Please find attached, in the six official languages, C.L.31.2025 regarding
the third meeting (3-7 November 2025) of the open-ended Intergovernmental
Working Group (IGWG) to, inter-alia, draft and negotiate the Annex to the
WHO Pandemic Agreement described in Article 12 of the WHO Pandemic
Agreement.

The Director-General of the World Health Organization (WHO) presents his compliments
to Member States and regional economic integration organizations and has the honour to refer to
resolution WHA78.1, which established the open-ended Intergovernmental Working Group
(IGWG) on the WHO Pandemic Agreement.
Member States are informed that the third meeting of the IGWG will be held at WHO
headquarters, Geneva, from 3 to 7 November 2025 in a hybrid format. The third meeting will
open at 09:00 (CET) on Monday, 3 November 2025.
Meeting registration and access
With respect to in-person participation, delegates without a valid UN badge and intending
to participate in person should register as of 8 October 2025 at the following link:
https://indico.un.org/e/IGWG3. Registration should be completed by 27 October 2025. Kindly
note that in view of limited capacity, the link will be deactivated at the close of the deadline with
no further opportunity to register. Delegates that registered for the second meeting of the IGWG
and have a valid UN badge to access the premises of WHO headquarters can use their UN
badges to access the meeting.
In relation to virtual participation only, renewed online registration will not be required for
delegates that registered for the second meeting of the IGWG. Member States who did not
register for the second meeting or who wish to revise their list of delegates for virtual
participation only should also register as of 8 October 2025 at the following link:
https://indico.un.org/e/IGWG3. Registration should be completed no later than 27 October 2025.
A personalized link to access the virtual platform will be sent to delegates who registered
for the second meeting as well as the third meeting.
In view of the space restriction in connection with ongoing renovations at WHO
headquarters, up to two persons per delegation are invited to be physically present in the meeting
room at WHO headquarters in Geneva, Switzerland, with other members of the delegation
participating through the virtual platform.

In accordance with resolution WHA49.9 (1996), and to support the aim of achievement of
SDG 5 (Achieve gender equality and empower all women and girls), the Director-General
invites Member States to consider that gender balance be applied to their delegations.
