concerns: offer for online training course
Dear Ene-Liis Bachmann,
following your request, we would like to submit an offer for a online training course. The training
will be realized with an individually adapted programme for Estonian Consumer Protection and
Technical Regulatory Authority.
1. Ordered object
The subject of the offer is a online training course of approx. 6 - 7 hours. The training will be realized
with an individually adapted programme for Estonian Consumer Protection and Technical Regulatory
Authority. The training will be conducted by experts:
− Safety expert at TechSolutions;
− CEO of probably the most popular AsBo in Poland, Professor at University in Poland;
− Head of Quality and Certification Department, the second largest company in Poland, which
complex modernisation and building of railway infrastructure;
The seminar cover the following topics:
1. In which cases NoBo assesment is needed according to the activity and the construction
objects (construction of a new civil engineering work, remodelling, expansion, relocation and
replacement of elements with equivalent ones).
2. Practical examples from INFRA, ENE, PRM and CCS TSI-s.
3. Good example of NoBo assesment and give an overview of the main topics of the report and
how the assesment is compiled.
4. AsBo practical examples and evaluation of the significant changes (Article 4 from EU
402/2013).
5. Presentation of the rules according to which changes are considered to be substantial
(Article 4(2) in EU 402/2013)
We can organise the training between 27.11 - 15.12.2023. Material/presentations will be provided
after the training.

All materials/documents will be prepared in .pdf files, in English language on TechSolutions forms.
2. Execution time
We can organise the training between 27.11 - 15.12.2023.
The timetable and technical details will be subject to separate discussions.
3. Payment terms
We offer the preparation of the subject of the order at a net price:
3 180,00 EUR
three thousand one hundred eighty EUR 00/100
The offer does not include costs related to:
− Eventually delegation costs;
Estimated travel expenses will be provided prior to the commencement of the business trip. Each
business trip will require the approval of the Estonian Consumer Protection and Technical Regulatory
Authority.
The price do not include VAT taxes, which will be added on the invoice issued in accordance with
applicable regulations.
Date of payment each invoice: 14 days after delivery.
The amount due resulting from each of the issued VAT invoices will be payable by bank transfer to
the TechSolutions account indicated on the VAT invoice, within 14 days from the date of delivery to
the Orderer of a correctly issued VAT invoice.
The transfer by the TechSolutions to the Orderer of proprietary copyrights to the developed
documentation and to each part of it will take place upon receipt by the Principal of the documentation
or its part, after each acceptance by an acceptance protocol and after payment.
4. Additional informations
Preparation of the handover protocol: up to 7 days after course.
Orderer may submit comments on the final documentation once, within 7 days of submitting
the documentation to the contracting authority. If the Orderer does not submit any comments or
objections to the submitted documentation, it is deemed to have been approved and received.

We declare that we are bound by the offer for 30 days with the possibility of negotiating an
extension of the deadline, counting from the offer's receipt to the Orderer.
The condition of the contract in the described offer is sending the order or the day of signing the
relevant contract. In the absence of the advance payment within the prescribed period, the Contractor
may stop the work until the payment is made, thus changing the date of the contract.

I am addressing you regarding a request for online seminar to Estonian Consumer Protection and Technical Reculatory Authority (Estonian NSA). I got your contact from Pyotr Smoczynski from Rail Baltic Estonia OÜ.
We are looking for a seminar that would cover the following topics:
1. In which cases NoBo assesment is needed according to the activity and the construction objects (construction of a new civil engineering work, remodelling, expansion, relocation and replacement of elements with equivalent ones).
2. Practical examples from INFRA, ENE, PRM and CCS TSI-s.
3. Maybe it is possible to bring a good example of NoBo assesment and give an overview of the main topics of the report and how the assesment is compiled.
4. AsBo practical examples and evaluation of the significant changes (Article 4 from EU 402/2013).
5. Is there a fixed list or parameters in Poland according to what the changes are considered significant (Article 4 section 2 in EU 402/2013)?
The seminar should be organized online and i assume, it would take time 3-5 hours? It would be appreciated if there will be also time for questions and answers. It is prefered to schedule it in 2023.
