Opinion of the Leaving Beneficiary – Change of
Coordinator in the EstQCI Project (Grant
Agreement No. 101113143)
Dear Sir or Madam
The Ministry of Economic Affairs and Communications of the Republic of Estonia, as the current
coordinator and beneficiary of the Estonian Quantum Communication Infrastructure (EstQCI)
project, hereby provides its formal opinion regarding the change of project coordinator.
Following the reorganisation of the Government of the Republic of Estonia, the responsibilities
related to the planning and coordination of digital society policy, public e-services, cybersecurity,
and management of telecommunications have been transferred to the newly established Ministry
of Justice and Digital Affairs. In accordance with paragraph 44 of the Government of the Republic
Act, all legal representation and concluded contracts in these areas, including the EstQCI project,
have been transferred from the Ministry of Economic Affairs and Communications to the Ministry
of Justice and Digital Affairs.
Given this official transfer of responsibilities and legal authority, we fully support and consent to
the appointment of the Ministry of Justice and Digital Affairs as the new coordinator of the EstQCI
project under Grant Agreement No. 101113143. This transition ensures the continuity of project
implementation and compliance with all obligations under the EU Digital Europe Programme
(DEP) framework.
We confirm that the Ministry of Economic Affairs and Communications has no objections to this
change and will cooperate fully to ensure a smooth and transparent handover of all relevant
documentation, project management, and financial responsibilities.
