ADOPTION OF EDITION 4.2.0 OF IHO PUBLICATION S-57 APPENDIX B.1, ANNEX A -
“USE OF THE OBJECT CATALOGUE FOR ENC”

Dear Hydrographer,
1. The approval of Member States on the adoption of Revision 4.2.0 of IHO Publication
S-57 Appendix B.1, Annex A - Use of the Object Catalogue for ENC was requested by the
Reference.
2. The IHO Secretariat thanks the following 46 Member States that responded to the
above Reference: Argentina, Australia, Bangladesh, Belgium, Canada, Chile, Croatia, Cyprus,
Dominican Republic, Ecuador, Estonia, Fiji, Finland, France, Georgia, Germany, Greece,
Guatemala, Iceland, India, Iran (Islamic Republic of), Ireland, Italy, Japan, Latvia, Malaysia,
Malta, Mexico, Morocco, Netherlands, Nigeria, Norway, Peru, Poland, Portugal, Republic of
Korea, Saudi Arabia, Singapore, South Africa, Sweden, Thailand, Tunisia, Turkey, Ukraine,
United Kingdom and United States of America.
3. All 46 Member States supported the adoption of Revision 4.2.0 of S-57 Appendix B.1,
Annex A. Two Member States offered comments in addition to their vote. When the Reference
was issued there were 93 Member States of the IHO with three States suspended. In
accordance with the provisions of the Convention on the IHO as amended, the minimum
number of affirmative votes required was 30. As a result, and taking into account the editorial
corrections reported in Annex A, the proposed Revision 4.2.0 of S-57 Appendix B.1, Annex A
has been adopted.

MEMBER STATES’ RESPONSES TO IHO CL 08/2020 AND COMMENTS FROM THE
CHAIR OF THE ENC WORKING GROUP (ENCWG)
FRANCE:
§3.3.5 Tidal stream panels:
France proposes the following amendments (changes in blue):
Remarks:
Where the paper chart tidal stream panel has missing values, indicating a tidal stream rate
of zero (slack water), the corresponding entry in the formatted mandatory attribute TS_TSP
should be a successive delimiting comma with no character (that is, no blank space or integer)
for the stream orientation and 0.0 for the stream rate.
For example (relevant entry in bold text):
63230,Darwin,HW,124,2.2,.....,095,0.6,,0.0,020,0.2,......

Justification for this proposed amendment: Empty values in the paper chart tidal stream panel
does not necessarily means that the tidal stream rate is zero. In many cases, it is just unknown
(see example below). The UOC must give encoding guidance for both cases.
§5.5 Dredged areas:
It is proposed to complete the last sentence of this paragraph to read:
"Alternatively, a SEAARE object may be encoded covering or within the dredged area (see
clause 8), with attribute OBJNAM populated (for example Dredged depth 6.5m)."
Justification for this proposed amendment: It is recommended to provide examples to facilitate
the understanding of the rules and thus promote the greatest possible consistency of encoding
between HOs.
Comment from the Chair of the ENCWG: The ENCWG Chair thanks France for its observations
and comments. For clause 3.3.5, after confirmation from tidal experts at SHOM and UKHO
that the justification for this change is warranted, a slightly modified version of the clarifications
proposed in the comments were accepted for inclusion at clause 3.3.5. The proposed
amendment at clause 5.5 is accepted without change.
CROATIA
Although there are not many changes, Croatia considers the proposed changes very useful
in terms of improving the quality of ENCs and, consequently, the safety of navigation.
Therefore, Croatia supports the revised edition and would like to thank everyone who
participated in the preparation.
