I am writing on behalf of the Platform of European Memory and Conscience (PEMC) regarding the
Pan-European Memorial for the Victims of Totalitarianism in Brussels, planned for the Esplanade
Solidarność, in the immediate vicinity of the European Parliament.
I am pleased to report that the project is making tangible progress and is approaching an
important operational milestone: a Project Reunion Meeting in Brussels, a formal technical working
meeting with the relevant city and regional agencies responsible for coordination and the permit
pathway.PEMCiscurrentlypreparingtherequiredpackageoftechnicaldocumentation,analyses,and
surveys.Thisstepisessentialformovingtowardsthesubmissionofthebuildingpermitapplicationand
forformallysecuringthesite.Wehaveestablishedconstructivecooperationwithkeystakeholdersand
are now focused on completing the documentation needed to proceed.
Atthesametime,toadvancebeyondthepermitstagetowardsconstructiondocumentation,we
require additional financial and diplomatic support. In this context, we respectfully request the
Government of Estonia's support. The Estonian voice must be clearly heard in this shared European
commitment:aprojectthathonoursvictims,strengthensdemocraticresilience,andprotectshistorical
truth at a time when history is increasingly manipulated as a tool of hostile influence.
Whilewehavealreadyreceivedsupportfromstates,institutions,andprivatecitizens,thescale
and responsibility of the project require further commitments to cover the immediate technical and
administrative costs. Estonia’s support would be both substantive andexemplary,encouragingothers
and helping to translate shared declarations into measurable progress.
In February, we had the opportunity to discusstheprojectwithH.E.JanaVanaveski,Estonia's
Ambassador to the Czech Republic, and remain fully available to provide any documentation and
answer questions your Ministry may require.
Thank you for considering this request. We would be honoured to count Estonia among the
visible state supporters of this truly European memorial initiative.
