Please find attached, in the six official languages, C.L.14.2025 regarding
the organizational meeting (9-10 July 2025) of the open-ended
Intergovernmental Working Group (IGWG) to, inter-alia, draft and negotiate
the Annex to the WHO Pandemic Agreement described in Article 12 of the WHO
Pandemic Agreement.

The Director-General of the World Health Organization (WHO) presents his compliments
to Member States and regional economic integration organizations and has the honour to refer to
Resolution WHA78.1, which established the open-ended Intergovernmental Working Group
(IGWG) to, inter alia, draft and negotiate the Annex to the WHO Pandemic Agreement described
in Article 12 of the WHO Pandemic Agreement, and subsequently facilitate, as necessary,
activities related to the adoption of said Annex and the opening for signature, ratification,
acceptance, approval, accession or formal confirmation of the WHO Pandemic Agreement.
Member States are informed that the organizational meeting of the IGWG will be held at
WHO headquarters, Geneva, from 9 to 10 July 2025 in hybrid format. The organizational
meeting will open at 09:30 (CEST) on Wednesday, 9 July 2025.
Meeting registration and access
Online registration is required to participate virtually and in-person in the IGWG.
Registration can be initiated as of 9 June 2025 by going to the following link:
https://indico.un.org/e/IGWG. Registration should be completed by 2 July 2025.
Following registration, a personalized link to access the virtual platform will be sent to
delegates in the days preceding the meeting. Registrations sent after the deadline may cause a
delay in the receipt of a link to participate in the meeting.
In view of the space restriction in connection with ongoing renovations at WHO
headquarters, up to two persons per delegation are invited to be physically present in the meeting
room at WHO headquarters in Geneva, Switzerland, with other members of the delegation
participating through the virtual platform.

In accordance with resolution WHA49.9 (1996), and to support the aim of achievement of
SDG 5 (Achieve gender equality and empower all women and girls), the Director-General
invites Member States to consider that gender balance be applied to their delegations.
