As AI takes on routine tasks and powers new models of care, health workers can focus more deeply on what technology cannot replicate: human 11:30 –12:30 connection, judgment, and compassion. This session invites leaders to think boldly about the future of work in health. Panelists will consider what is needed to design systems where AI lifts burden, expands skills, and creates new roles that make care more human, not less and how to equip the next generation of workers for a future where collaboration with AI is the norm. The session will explore visionary policies and investments needed to build a workforce that is resilient, adaptive, and empowered — ensuring that AI becomes a catalyst for a healthier, more equitable world. Plenary 2: Precision Medicine and Genomics: Pioneering the Future of Health in Europe Precision medicine and genomics unlock new possibilities for prevention, diagnosis, and treatment. With the power to tailor care to an individual’s genetic makeup, it is possible to move beyond reactive, one-size-fits-all 12:30 –13:30 approaches to proactive, personalized healthcare. These advances offer an opportunity to transform health systems and ensure that every citizen benefits from the advancements of modern science. This session will explore ways in which health systems must monitor and improve to maximize the benefits of AI while ensuring patient safety and improving overall quality of care. Key areas of focus will include integrating AI solutions that adhere to rigorous evidence standards, meet regulatory requirements, and prioritize patient safety while enhancing quality of care to create an AI ecosystem that improves healthcare outcomes and benefits patients in a way that is ethical, inclusive, and resilient. Plenary 4: Investing in AI: Opportunities, Risks, and the Future Artificial Intelligence is rapidly reshaping the future of healthcare. Strategic investment is critical to ensure AI drives not only innovation, but also equity, resilience, and sustainability across Europe’s health systems. This session will explore the evolving landscape of AI investment, highlighting emerging trends from generative AI to automation and AI-driven healthcare breakthroughs. 16:00 – 17:00 Panelists will examine what distinguishes successful investments — from robust governance and ethical design to scalable infrastructure and cross- sector collaboration. Looking toward the future, the discussion will focus on how Ministries of Health can foster political leadership, build future-ready regulatory frameworks, and catalyze intersectoral partnerships that maximize the societal benefits of AI to create an investment environment where AI strengthens health systems for all, reduces disparities, and anticipates the challenges and needs of generations to come. These efforts are bearing fruit but realization of the benefits of AI on a broader scale is more challenging. WHO Europe is taking several key actions to address these challenges and guide the region toward ethical adoption of AI, including: • Gathering evidence on how AI is being used to improve access to quality health services in European countries to create a landmark WHO “State of AI for Health” report. • Creating new partnerships to ensure safe and ethical AI solutions. • Setting a new strategic vision for AI and its adoption in the region. To foster this collaboration WHO Europe will host High Level Meeting: Artificial Intelligence for Health: Practical Solutions for a Healthy Future to be held in Mellieha, Malta on 19 November 2025. This event is generously supported by the government of Malta, the government of Portugal, and by the European Commission funded action: “Supporting Member States in the WHO European Region in strengthening health information systems and boosting health data governance.” This policy dialogue is an invite-only event aimed at decision makers in government to explore practical approaches which help foster investment in good quality solutions to shape the future of AI for the long-term prosperity of populations across the region. Objectives of the Meeting This high-level meeting aims to: • Strengthen Political Commitment: Engage European Ministers and senior policymakers to build high-level political will and coordinated national strategies for responsible AI adoption in healthcare. • Promote Practical, Country-Level Solutions: Share actionable models and frameworks for implementing AI sustainably within national health systems, with a focus on workforce optimization, genomics, and precision medicine. Scope and purpose Page 2 • Foster Intersectoral Collaboration: Facilitate dialogue between health, finance, digital, and innovation sectors to align investments, policies, and governance mechanisms needed to integrate AI effectively. • Advance Governance and Ethical Frameworks: Address critical regulatory, ethical, and quality assurance requirements necessary for the safe and equitable deployment of AI solutions across European health systems. • Catalyze Investment in High-Quality AI Solutions: Encourage investment in evidence-based, scalable, and patient-centered AI innovations that reinforce health system resilience, equity, and sustainability. • Prepare the Future Health Workforce: Explore strategies to upskill and empower the health workforce to collaborate with AI, ensuring human-centered, compassionate care remains at the core of healthcare delivery. • Shape the Future of Precision Medicine and Genomics: Discuss policies and investments needed to unlock the potential of genomics and precision medicine in improving health outcomes and system efficiency. Expected outcomes The expected outcomes from the high-level meeting are to foster, develop and solidify: • Commitments to develop or update national AI strategies for health. • Stronger regional collaboration on AI innovation, data sharing, and governance. • Policy recommendations for ethical, regulatory, and quality frameworks. • An investment roadmap identifying priorities for sustainable AI integration. • Agreements on workforce development strategies to prepare health workers for AI. • Action steps to advance precision medicine and genomics in national systems. • Shared frameworks for measuring AI’s impact on healthcare quality, equity, and outcomes. Format of the Meeting The programme of the meeting will consist of keynote and plenary sessions that address topics and ideas of relevance to the use of AI in National health systems. Participation in the meeting is by invitation only. The working languages will be English and Russian. The meeting will be, to the greatest extent possible, a paper-free environment. As such, the agenda, speaker details, background literature and documents will be made available to participants via a website supporting the event. Participants Decision-makers from the broadest range of institutions relevant to the national digital transformation and AI agenda are encouraged to attend, including from health ministries and permanent missions, e-government agencies, entities participating in the national data and digital health ecosystem, statistics entities, academia, institutes of public health, as well as others.
