1. Introduction
After decades the young Geological Survey of Estonia (Eesti Geoloogiateenistus, EGT) has
started long-term exploration activities in NE Estonia to assess their national mineral
occurrences and its economic potential. EGT exploration activities should provide reliable
information on mineral exploration to government and the private sector and projects are to
be developed to a stage relevant to the decision to move on to the next project phase
(evaluation drilling, mine development, etc.).
In the first government funded exploration project two targets have been chosen based on
historical background geological information and drilling of three inclined “test holes”, two in
Jöhvi (iron ore) and one in Uljaste (polymetallic), has been started in October 2019. Currently
the project is in the exploration drilling phase.
To ensure a high level of confidence, the results shall reflect state-of-the-art and best practice
in the field of mineral exploration and activities should follow the principles, definitions and
guidelines of the PERC Reporting Standard (2017 Edition). Accordingly, the direction and
supervision of a Competent Person (CP) is needed based on appropriate CP services.
In December 2019 Dr. Frank Wrobel (FW, Contractor) undertook a fact-finding mission
commissioned by the EGT. He met the project team in Tallinn and visited the drilling sites Jöhvi
and Uljaste and the core storage area in Lääne-Virumaa to evaluate if the exploration project
set-up generally is ready for purpose.
According to the results of the fact-finding mission the scope of work for the required CP
services for the exploration activities in Jöhvi and Uljaste have been set up and are listed and
explained in the following proposal.

3. Approach
Following diagram is showing a simplified checklist for the estimated EGT exploration activities
in NE Estonia including the work packages which usually require CP involvement. Activities
that already started and work packages that mostly have been completed in Jöhvi and Uljaste
so far are also marked.

As marked in the simplified project checklist some work packages of the exploration
programme require direction or supervision of the CP (e.g. site inspections, reporting).
Whereas frequency of site inspections will also be defined by the CP as well as duration and
extend of supervision. This concerns following work packages and activities:
• QA/QC and/or SOP implementation
• Drilling activities
• Borehole logging
• Sampling/sample preparation (incl. bulk density measurements)
• Laboratory work (laboratory assay)
• Geological interpretation/3D geological modelling
The required CP involvement shall also include reporting of the results of the site inspections
(project status reports) and preparation and signing of a final report on the Exploration Results
following the principles, definitions and guidelines of the PERC Reporting Standard (2017
Edition).
4. Scope of Work
According to the assumed required CP involvement to ensure PERC-Compliance, the scope of
work including number of site inspections and estimated periods in 2020 and durations have
been defined in the following table:

At the time of proposal preparation, it was considered that current exploration activities are
limited to Jöhvi and Uljaste and that all work packages will be completed in 2020. It also was
considered that the scope of work is sufficient to ensure PERC Compliance.
Should a situation arise during execution of the exploration programme that further
CP services or additional site inspections are necessary to ensure PERC Compliance a separate
“follow-up” service contract will be commissioned by the client based on the daily rate offered
in Section 9 (see Page 7).
5. Client’s responsibility
During the whole project period the client’s responsibilities include support during site
inspections and technical assistance which is necessary for reporting. Required support:
During the whole • Free access to all relevant data and information concerning

etc.) via data medium (CD, DVD, pen drive, etc.), local server

During site inspections • Transport and free access to the drilling sites, the core
storage area and the sample preparation area will be
organized by the client.
In reporting • Full support in reporting (writing selected chapters,
preparation of pictures and tables, review, etc.)
6. Duration
Duration depends on reliability of the provided data and the availability of EGTs specialists
and advisors. Based on the recommended number of four site inspections, duration of the
corresponding CP Services is estimated to be 40 days in total. This include site inspections,
meetings (incl. conferences via telephone, skype, etc.), office work in Germany and travelling.
7. Staffing and equipment
The project will be managed and performed by FW. The CV has already been provided.
8. Deliverables
The Contractor will provide following deliverables:
• Four site inspections
• Project status report after each of the first three site inspections
• Final report on Exploration Results after 4th site inspection

All reports will follow the principles, definitions and guidelines of the PERC Reporting Standard
(2017 Edition).
9. Project Cost
The work described in Section 4 in detail is offered on a lump sum basis. The lump sum includes
fees for 40 working days and travel expenses. The cost of the work is calculated to be
30,000.00 EURO (including travel expenses)
based on a daily rate of 750.00 EURO and assumed 40 days project duration. This includes
travel expenses.
10. Compensation and Payment
For the completion of all services (see Section 8: Deliverables) of this contract the Client shall
pay to the Contractor a total compensation of 30,000.00 EURO (see Section 9) including all
applicable taxes and fees.

Reporting)
Prices included in the quotation are fixed for the full period of the contract; they include all
additional costs for the completion of this contract. This includes, among others, all travel and
accommodation costs as well as per diems in the country of deployment including all field
work. Payment of this price covers all items of the Contractor. No additional payments beyond
this amount will be made.

The Contractor may request payment of the agreed compensation after completing all
deliverables and approval of these deliverables by the Client. Partial payments are only
possible for completion of individually usable deliverables as defined in this contract.
After reception of the invoice, payment transfers by the Client to the bank account identified
on the invoice shall be facilitated after 30 days (without any discounts) or within the agreed
period (for applicable discounts) deducing the offered discount. The transfer shall be
considered on time based on the date of reception of the payment transfer order at the
Client’s bank.
Prices include all taxes and fees to be paid by the Contractor. The Contractor is responsible for
making all necessary deductions.
