(en français ci-dessous) Dear Members of the CDNET, In accordance with its terms of reference <https://rm.coe.int/cdnet-tor-en/48802a8f06> , interested civil society organisations may apply for observer status with the CDNET, in line with Resolution <https://rm.coe.int/resolution-cm-res-2021-3-en/1680a2fbda> CM/Res(2021)3 on intergovernmental committees and subordinate bodies. As a general rule, upon their request to the Secretary General of the Council of Europe, observers are admitted to steering committees on the basis of a unanimous decision by the steering committee. In January 2026, the Secretariat informed the CAI, with Permanent Representations of Member and Observer States in copy, of the Terms of Reference of the CDNET and the possibility for civil society organisations to apply for observer status with the CDNET. The Secretariat underlined that the Council of Europe welcomes and promotes the widest participation of civil society, in line with the Guidance note on Civil Society Participation in the Intergovernmental Work of the Council of Europe (CDDEM(2024)14), as Observers. Several civil society organisations subsequently submitted requests for observer status, including organisations that had observer status with the CAI (former CAI civil society observers), as well as new civil society applicants with no previous observer status in the CAI. On 30 January 2026 and 10 March 2026, consultative meetings of the former CAI Bureau and the Secretariat of the CDNET took place, including on the procedure for admission of civil society observers. The following approach, in line with Resolution CM/Res(2021)3, was agreed: * Former CAI civil society observers that have applied for admission as observers to the CDNET be admitted by written procedure prior to the first meeting of the CDNET (15-17 April 2026). * Request for observer status from civil society organisations that have not been previously admitted to the CAI as observers would be examined at the first meeting and that online or in-person presentations be organised for these organisations. Members of the CDNET would then take a decision in camera in accordance with Resolution CM/Res(2021)3. A separate e-mail will shortly be circulated to the entire CDNET setting out the details of this procedure. Against this background, please find enclosed a table listing the former CAI observers that have applied for observer status with the CDNET. Please note that, pursuant to Article 8.A (Observers) of Resolution CM/Res(2021)3, the admission of civil society observers takes place on the basis of a unanimous decision by Members of the CDNET (Council of Europe member States). We would therefore be grateful if you could send us any objections to the admittance of any civil society organisation listed in the attached document by 25 March 2026. In the absence of objections, the listed observers will be admitted and invited to the CDNET. The Secretariat would also like to take this opportunity to recall that some member States have not yet nominated their delegations. As several decisions requiring a vote by member States will need to be taken in the period leading up to and during the first meeting of the CDNET, including in the context of the present written procedure, delegations concerned are kindly invited to submit their nominations as soon as possible. The Secretariat remains at your immediate disposal for any questions that you may have. Tegemist on välisvõrgust saabunud kirjaga. Tundmatu saatja korral palume linke ja faile mitte avada. (en français ci-dessous) Dear Members of the CDNET, The Secretariat refers to its below e-mail circulated for information on the procedure for the admission of civil society observers to the CDNET. As noted in that communication, consultative meetings held on 30 January and 10 March 2026 between the former CAI Bureau and the CDNET Secretariat resulted in an agreed approach to this procedure, in line with Resolution CM/Res(2021)3. In accordance with that agreed approach, the Secretariat wishes to inform members of the CDNET that online or in-person presentations will be organised for the new civil society organisations listed in the attached document, on 16 April 2026 (the second day of the CDNET Plenary – agenda item 7). The civil society organisations listed in the document are all new applicants with no prior observer status with the CAI. Members of the CDNET (Council of Europe member States) will then take a decision on the same day in accordance with Resolution CM/Res(2021)3. The full requests submitted by these organisations are available for consultation in the shared space <https://coe.sharepoint.com/sites/DigitalDevelopment/_layouts/15/guestaccess.aspx?share=IgDrI0tOT8HzTpNHpS6XgpzAAcEihVp4hhSCmpDQ1SZVW6A&e=sFvgoA> (Password : CDNET2026), under the folder for agenda item 7. Members are kindly invited to review these requests in advance and to consider them alongside the outcomes of the presentations on 16 April, with a view to taking a decision on the day. Please note that, pursuant to Article 8.A (Observers) of Resolution CM/Res(2021)3, the admission of civil society observers takes place on the basis of a unanimous decision by Members of the CDNET. The Secretariat would also take this opportunity to remind delegations that the deadline for the written procedure concerning the admission of former CAI civil society observers to the CDNET is 25 March 2026. Should no objection be received by that date, the former CAI civil society organisations that have applied for observer status with the CDNET will be considered admitted. The Secretariat remains at your disposal for any questions.
