DRAFT AGENDA
At its 2025 meeting, the Council on General Affairs and Policy (CGAP) mandated the Permanent
Bureau (PB) to convene online meetings for Central Authorities to exchange experiences in relation to the
operation of the Convention of 15 November 1965 on the Service Abroad of Judicial and Extrajudicial
Documents in Civil or Commercial Matters (Service Convention), the Convention of 18 March 1970 on
the Taking of Evidence Abroad in Civil or Commercial Matters (Evidence Convention), and the Convention
of 25 October 1980 on International Access to Justice (Access to Justice Convention), respectively
(C&D No 48 of CGAP 2025).
The purpose of these meetings is to bring together officials and experts working within Central Authorities
to, inter alia, discuss the operation of the Conventions, share experiences, challenges, and best practices,
strengthen professional networks among officials, and reflect collectively on how these HCCH instruments
function in practice across jurisdictions.
The first online meeting will take place on Tuesday 24 March 2026. The meeting begins at 1.00 p.m. (CET)
and ends at 5.00 p.m., with a 30-minute tea break from 3.00 to 3.30 p.m.
Participants may have other issues which they wish to address and, as such, this agenda will be treated
with a degree of flexibility and may be modified in accordance with the requirements of the discussion.

2. The Service Convention
This session will provide officials working within Central Authorities with an
opportunity to discuss how the Service Convention is currently operating in their
respective States, including recent developments, challenges encountered, and
areas where guidance may be needed. Participants will also be able to exchange
experiences related to the preparation, transmission, receipt, and execution of
requests for service.

3. The Evidence Convention
Like Session I, this session will provide officials working within Central
Authorities with an opportunity to discuss the operation of the Evidence
Convention. Participants may also wish to discuss developments pertaining to
the taking of evidence, including through video-link and other information
technology mechanisms.
4. The Access to Justice Convention
Time permitting, this session will explore the operation of the Access to Justice
Convention, as well as how Central Authorities process applications for legal aid.
5. Format of future meetings

This session will provide participants with an opportunity to discuss practical
aspects relating to the organisation of future meetings of Central Authorities. In
particular, participants will be invited to comment on matters such as the
frequency of meetings (e.g., once or twice per year), the role of the Permanent
Bureau in arranging meetings, and the potential involvement of Central
Authorities in the preparation of future meetings. This may include participation
in the development of the agenda, the format of the meetings, the possibility for
Contracting Parties to deliver presentations, the election of a Chair, and other
related organisational matters.

Draft Agenda for the meeting of the Central Authorities relevant to the
1965 Service, 1970 Evidence and 1980 Access to Justice Conventions
The PB recalls Focused Circular No 13(26) of 27 January, in which Member
and Non-Member Contracting Parties to the 1965 Service, 1970 Evidence and
1980 Access to Justice Conventions were invited to attend and participate
in the first meeting of Central Authorities designated under those
Conventions, to take place on Tuesday 24 March 2026 at 1.00 p.m. (CET).
The meeting will take place online via the Teams platform and will be
conducted in English only, with no simultaneous interpretation provided.
In preparation for the upcoming meeting, the PB has prepared a draft
Agenda, which is attached to this message and also available on the Secure
Portal of the HCCH website using the following credentials:

Convenios sobre Notificaciones de 1965, Pruebas de 1970 y Acceso a la
Justicia de 1980
La Oficina Permanente (OP) recuerda la Circular Específica N.º 13(26) del
27 de enero, por la que se invitó a los Miembros y Partes contratantes
no-Miembros de los Convenios sobre Notificaciones de 1965, Pruebas de 1970
y Acceso a la Justicia de 1980 a asistir y participar en la primera
reunión de las Autoridades Centrales designadas bajo estos Convenios, que
tendrá lugar el martes 24 de marzo de 2026, a las 13:00 (hora de Europa
Central). La reunión se celebrará en línea por la plataforma Teams, solo
en inglés, y no habrá interpretación simultánea.
