"Over the Rainbow? The Road to LGBTIQ+
Inclusion"
Dear Stefano Scarpetta,
I am writing to inform you that the Estonian Ministry of Economic Affairs and Communications
will contribute EUR 5,000.00 to support the work on LGBTIQ+ inclusion which is included in the
Organisation for Economic Co-operation and Development (OECD) Programme of Work and
Budget under the output 2.2.3.4.1.
The voluntary contribution pertains to the work on the second edition of the OECD report “Over
the Rainbow? The Road to LGBTIQ+ Inclusion”, the inaugural edition of which was published in
2020. Scheduled for release in December 2025, this edition will update and expand upon its
predecessor. Specifically, it will assess the progress that OECD countries have made in passing
LGBTIQ+-inclusive laws between 30 June 2019 and 30 June 2024. Furthermore, this edition will
provide an overview of whether policies that it is critical to implement on top of passing
LGBTIQ+-inclusive laws are indeed adopted in OECD countries, based on a detailed country
questionnaire – this benchmarking aspect was missing in the first edition.
The continuation of any outputs beyond 2026 is subject to the inclusion of such outputs in the
OECD’s Future Programme(s) of Work and Budget.
I note that the OECD shall administer the contribution in accordance with its Financial Regulations
and other relevant rules, policies and procedures which provide for an administrative cost recovery
charge already included in the total contribution amount.
This amount will be paid in full upon receipt of an invoice from the OECD. Please address the
respective invoice to:
