The starting date may change from 3.5.2024 to 21.11.2023 but I am still waiting for confirmation from CINEA and this may take some additional days. I sincerely apologise for this inconvenience. The draft letter of the MKM is fine but please kindly ask the MKM to sign the letter stating that it will not declare any costs after the 20.11.2023. Please kindly find the revised draft attached. The letter can be signed with that date given that the financial statement of the MKM for the second reporting period (1.12.2022-31.5.2024) did not include any direct staff costs and the travel costs included were only for the 4th plenary meeting held on 23-24.5.2023. The letter can be signed physically or electronically. Please kindly ask the MKM to send the letter to me by e-mail as a PDF. Hopefully, he will be able to do so next week upon his return from holiday. Regarding the letter from MKM, please confirm whether the current draft is acceptable. Would you prefer to have it physically signed, and if so, where should it be sent? As MKM is a separate ministry, I assume they may prefer to send it directly. As discussed, we received feedback from the CINEA regarding the starting date for the Ministry of Climate (KliM) in the CA-RES4 Grant Agreement. They have confirmed that a fixed starting date may exceptionally be retroactive to the termination date of the co-beneficiary that is replaced (MKM). However, the earliest fixed starting date possible for the Ministry of Climate would be the 3.5.2024. The termination date of the MKM cannot be retroactive with respect to the date of the submission of the official notification of termination which is part of the amendment request. The termination date of the MKM will be the day after the notification of the termination. Hence, the termination date of the MKM set up in the system will always be at least 1 day later than the official amendment request submission date, meaning that this date will fall under the third reporting period. MKM has declared costs for the second reporting period (1.12.2022-31.5.2024). According to CINEA, overlapping Beneficiaries declaring costs for the same reporting period would constitute substantial modifications to the decision to award the grant. Therefore, the withdrawing co-beneficiary (MKM in this case) cannot declare any further costs after the 2.5.2024. In this context, the CINEA has requested that the MKM signs a letter stating that it will not claim any further costs after 2.5.2024. I would be grateful if you could send me the letter signed by the MKM. There is one person who has been designated as both the PLSIGN and the PFSIGN (Ahti KUNINGAS [email protected] <mailto:[email protected]> ) This also means that the final financial statement that the MKM must submit together with the termination report after the submission of the amendment must be a void financial statement for the period 1.6.2024 until the date of termination of MKM (the date after notification of termination).
