Dear Sirs,
In accordance with item 2.6.3. of the Summary Record (ref. 1), the Parties agreed to defer
the examination of the Estonian Administration’s coordination request (ref. 2) pending
finalization and bilateral approval of the draft agreement between the Telecommunication
Administration of the Russian Federation and the Telecommunication Administration of
the Republic of Estonia on the Use of the Frequency band 33-47 MHz by Stations in the
Land Mobile Service and in the Fixed Service in Border Areas (hereinafter, the Draft
Agreement), as prepared by the Russian Party.
As reported in your letter (ref. 3), Estonian Party cannot conclude the Draft Agreement,
and as concerning the use of mentioned frequency band case-per-case coordination should
be applied. In this regard, we were guided by the HCM Agreement, in accordance with
item 2.1 of the Summary Record (ref. 4) in examining your coordination request (ref. 3).

In view of the above and based on our calculations, we cannot give our consent to the use

in your letter (ref. 2), because those stations’ emissions exceed the maximum distance of
harmful interference penetration into the territory of the Russian Federation.
Also, you are kindly requested to withdraw the Estonian Land Mobile Service frequency
assignments with the BR ID numbers: 116029519-116029621, 116029657-116029759,
116029795-116029897 from the Master International Frequency Register.
