INTERNATIONAL QUALITY ASSURANCE PROGRAMME (IQAP) International Collaborative Exercises (ICE) ICE 2023/2 Annex 1: General Information for issuing import certificates Test samples This information applies to test samples for the seized materials (SM) group and both seized materials (SM) and biological specimens (BS) groups. Laboratories participating in ICE are requested to submit certificates authorizing the import of samples for the seized materials (SM) group of ICE. Import certificates should be issued by the national competent authority under the International Drug Control Treaties. For SM test samples, import certificates should be prepared to include all substances in the ICE menu, in their respective quantities, as listed in LIST 1A (copy attached). For BS test samples no import certificates are required. The name of the Exporter on the Import Certificate must be written as follows: Laboratory and Scientific Service Drugs, Laboratory and Scientific Services Branch Division for Policy Analysis and Public Affairs United Nations Office on Drugs and Crime Wagramer Strasse 5 1400 Vienna Austria In order to meet deadlines, and in view of the often lengthy procedures for the request/acquisition of import/export certificates, both at your end and ours, we kindly request that the original import certificate should reach the Laboratory and Scientific Service (LSS) as soon as possible, at the latest by 30 September 2023, and be valid for at least 6 months with expiry date not earlier than 31 January 2024. A copy of the original certificate should be sent by e-mail in advance to speed up the process. However, the Austrian export certificate accompanying those samples will, as required by the international drug control conventions, indicate the full contents of each sample. So that this information is not made known to participating laboratories, it is advised that ICE samples, specifically SM test samples, be delivered to an intermediary third party. For practical purposes, in countries where a UNODC Field Office is available, the local UNODC representative should be specified as importer of the samples in the import certificate. It is also important to indicate the name of the ICE participating laboratory where the samples will be forwarded. The representative will then receive the samples, and all related paperwork. Finally, arrangements should be made to ensure that, once received, test samples are delivered expeditiously to the laboratory immediately. The export certificate itself will not be forwarded to the laboratory, but will be returned, by the representative, to LSS. For this purpose, LSS will inform the relevant UNODC representatives accordingly and facilitate their contact with the respective laboratories. In those cases where legislation requires that only the laboratory can be named as importer, the laboratory manager should be identified as importer, care of (c/o) the local UNODC representative, or some other independent representative.
