Satellite communication system for the temporary transmission of news (SNG) is Exempted from frequency
authorisation provided that you use frequency between
10.7–11.7 GHz (space to Earth)
12.5–12.75 GHz (space to Earth)
12.75–13.25 GHz (Earth to space)
13.75–14.5 GHz (Earth to space)
antenna with diameter up to 5m and equipment made according to recommendation CEPT/ERC/REC 13-03 and

Above mentioned table 3.9 is on page 38.
Unfortunately I do not have experience with Customs, but I checked web page of Estonian Tax and Customs Board.
Temporary import is possible, but page explaining how this works is not translated:

Dear all,
I’m Alexandra Rydberg, Production manager at Telstra Broadcast Services in Australia.
One of my main projects are for the WTA (Women’s Tennis Association), which we provide delivery services to
around the world. To each event we send a fibre KIT and also a DR SNG (1.2 m flyaway Ku-band) for back-up
transmission. They’re now looking to have an event in Estonia in October (exact location TBC) and I wanted to find
out how I can apply for a temporary satellite uplink licenses?
We’d be temporarily importing the equipment a couple of days before the event, so around 10th/11th Oct and the
equipment would leave the country again around 24th/25th Oct. The actual license request would only be from 13th-
23rd Oct. We’d likely be looking at applying for a 36 MHZ uplink to Astra 3B or Astra 4A.
Please advise if there is a satellite uplink license form we need to fill in and also please advise on any costs involved
with license application.
I’d also like to ask if there is anything else we might have to provide in relation to temporarily importing the
equipment to Estonia to use for the events.
