Dear Single Liaison Offices (SLOs) of the CPC Network,
We are contacting you on behalf of the Directorate-General for Justice and Consumers (of the European
Commission) in the context of the information gathering study to assist the Commission in complying
with its obligations under Article 40 (“reporting”) of Regulation (EU) 2017/2394 on Consumer
Protection Cooperation (CPC Regulation). The study has been entrusted to a group of companies led by
VVA, in consortium with TetraTech and Ipsos. See attached a letter from DG JUST that explains the
purpose and official nature of the study.
The data collection for this study includes an online survey with CPC authorities in all EU/EEA Member
States. The questionnaire is divided into different blocks of questions that are intended to explore the
views and experiences of CPC authorities on the implementation of the CPC Regulation. The completion
of the survey should not take longer than around 20 minutes at most.
As the Single Liaison Office (SLO) in your country, your participation in this study is essential to provide
a representative and balanced assessment of the CPC Regulation. We rely on SLOs to ensure the success
of this consultation, and we kindly ask for your collaboration to:
Disseminate the survey link with other CPC national competent authorities in your country,
promoting the completion of the survey among them.
Fill in the survey yourself, if possible within the first few days after receiving this invitation
email, so as to enable the study team to analyse preliminary results before the closure of the
survey.
Please note that this is an important opportunity for your organisation to feed into the EU policy-
development process and make your views known. We greatly appreciate your participation and
support in the dissemination of the survey. Please submit your responses asap (by 29 April 2022 at the
latest)

In parallel to the surveys, you will soon be contacted by national researchers to schedule an interview
with you (the SLO) in order to further explore your views and fill possible gaps of the survey. We
strongly encourage you to submit your survey responses before this interview takes place.
This survey is designed to be compliant with the requirements of the General Data Protection
Regulation (GDPR). Your data will only be used for the purposes of the study. We assure you that your
participation in the survey and your individual responses will be strictly confidential to the research
team and will not be divulged to any outside party.

Dear Sir, Madam,
The revised CPC Regulation, which was adopted in 2017, equipped competent
authorities of the EU/EEA countries with a new common toolbox of minimum powers
and introduced new coordinated procedures to more effectively address cross-border
infringements of the harmonised EU consumer laws.
Our work with the Regulation shows that it is still fit for purpose. However, consumer
markets have evolved, new business models have emerged, and the Covid-19 pandemic
resulted in an unprecedented boost for digitalisation, resulting in new enforcement
challenges. This is also reflected by the number of cases: 17 coordinated CPC actions
have been launched since 2020.
In light of the Commission’s obligation to report on the application and the effectiveness
of that Regulation by 17 January 2023, it is therefore important to openly reflect on what
works well and where further improvements might be necessary. The Commission
therefore tasked TetraTech/VVA to carry out a study to assist the Commission in
gathering the necessary data from across the CPC Network.
I will therefore be grateful if your entity can cooperate and share the relevant information
with TetraTech/VVA by taking the time to respond to a short questionnaire and/or by
accepting to participate to a short interview.
I can reassure you that, in line with the terms of reference and the contract signed
between TetraTech/VVA and the Commission, strict confidentiality of the information
provided will be ensured.
