Application for confirmation in accordance with EU
Council Regulation (EU) 2022/576
Dear partner
We will send you a confirmation of this application due to the fact that you have a valid
contract with the Health and Welfare Information Systems Center, the cost of which
exceeds the international threshold.
On 8 April, the EU Council adopted Regulation (EU) 2022/576 amending Regulation (EU)
833/2014 and imposing restrictive measures on government procurement in connection
with Russia's activities in Ukraine. Article 5k has been added to EU Council Regulation (EU)
833/2014, which prohibits the award of public contracts to, and the continued
performance of, such contracts and concessions by Russian nationals, entities or bodies
established in Russia and related entities or bodies. The regulation is in force, entered into
force on 9 April and is directly applicable to public contracts and contracts already
awarded, the estimated value of which, net of VAT, is equal to or exceeds the international
threshold.
EU Council Regulation (EU) 2022/576, which imposed new sanctions on Russia, prohibits
the award of a procurement or concession contract if it involves:
(a) a Russian national, or a natural or legal person, entity or body established in Russia;
(b) a legal person, entity or body whose proprietary rights are directly or indirectly owned
for more than 50 % by an entity referred to in point (a) of this paragraph; or
(c) a natural or legal person, entity or body acting on behalf or at the direction of an entity
referred to in point (a) or (b) of this paragraph (article 5k).
Pursuant to § 7 (1) of the International Sanctions Act (RSanS), a transaction violating an
international sanction is void. Although the Health and Welfare Information Systems
Center has checked the data of your company and related persons from the International
Sanctions Register during the public procurement, due to possible changes during the
contract, we ask that the company performing the contract or its related company,
subcontractor, supplier or joint bidder is not directly or indirectly related to companies or
persons controlled by Russian citizens.

We are waiting for confirmations in the form attached to the e-mail, digitally signed by
a person with the right to sign (member of the management board, authorized
representative). If signed by an authorized representative, a power of attorney must be
included in the same digital container.
