The Health and Welfare Information Systems Centre hereby proposes to submit a tender
for openEHR training.
1. General requirements
1.1. The content and specification of the procurement subject are described in the
invitation to tender and in the annex Technical Description (Annex 1).
1.2. By submitting a tender, the tenderer confirms that:
1.2.1. they agree to all the conditions described in the basic documents of the
procurement and undertake to perform the procured work under the conditions
described by the contracting authority. Submission of alternative tenders is not
permitted;
1.2.2. it has the intellectual property rights necessary to perform the contract;
1.2.3. the tender is valid for at least 90 calendar days from the deadline for submission
of tenders;
1.2.4. there are no grounds for elimination provided for in § 95 (1) of the Public
Procurement Act in respect to the tenderer. If the contracting authority becomes
aware of such grounds for exclusion, the contracting authority shall have the right
to exclude the tenderer from the procedure and not to award the contract to such
tenderer.
1.3. If applicable, the tenderer shall indicate which part of the tender is their business
secret. If the tenderer has not specified a trade secret, the contracting authority
shall assume that the tender does not contain a trade secret.
1.4. The contracting authority will open the tenders after the deadline for submission
and will first check the compliance of the tenders and then evaluate the respective
tenders, recognizing the most successful tenderer as the result of an evaluation.
2. Eligibility conditions
2.1. A tender shall be considered admissible if it complies with all the conditions set out
in the procurement documents.
2.2. The contracting authority may ask the tenderer for additional explanations about
the tender in order to establish compliance, to which the tenderer undertakes to
respond within at least 3 working days.
2.3. The contracting authority may declare the tender to be compliant if there are no
significant substantial deviations from the conditions set out in the procurement
documents.
2.4. The following must be submitted as part of the tender:
2.4.1. completed payment form (Annex 2);
2.4.2. a description and plan of the content of the training to be procured;
2.4.3. details of the contractual contact person and information of the signatory.
3. Evaluation of tenders
3.1. The contracting authority shall evaluate the tenders declared compliant.
3.2. The tender will be declared successful and the procurement contract will be
awarded to one of the tenderers who has received the most value points. If only
one tenderer submits a tender, the compliant tender will be automatically
evaluated with maximum points.
3.3. Tenders will be evaluated on the basis of the following evaluation criteria:

3.4. Total cost - 100 value points
3.4.1. Points are awarded using the Merit Point System method. The lowest bid will
receive the maximum number of points. Other tenders will receive proportionally
fewer points, which will be calculated using the formula: "lowest value" / "tender
value" * "percentage". The value shall be expressed to two decimal places, no
negative value or zero-price tenders shall be submitted and the value shall not be
misleading. The cost submitted must include all costs incurred by the contracting
authority.
4. Rejection of tenders and cancellation of the procedure
4.1. The contracting authority rejects and does not evaluate tender(s), which:
4.1.1. do not comply with one or more of the conditions set out in the procurement
documents, or the conformity of which cannot be unambiguously established, or
in case the tenderer has provided incorrect information;
4.1.2. are not submitted on time.
4.2. If justified, the contracting authority may, on its own initiative, cancel the procurement
procedure. A justified need may include, but is not limited to:
4.2.1. the need to substantially change the subject matter of the contract;
4.2.2. the conditions on which the procedure is based have changed significantly and it
is therefore unnecessary or impossible to conclude the contract;
4.2.3. the inconsistencies which have arisen in the proceedings cannot be remedied and
the proceedings cannot therefore be lawfully closed;
4.2.4. it is decided not to provide funding for the contracting authority’s project financed
by Structural Funds.
5. Submission of a tender
5.1. The deadline for the submission of tenders is 20.05.2022 at 12:00.
5.2. Please submit the tender in English to the e-mail address

Annex 1 - Technical Description
Small purchase "openEHR training"
1. Purpose of the procurement
New data exchange formats are created, managed and implemented by the Data
Management Centre of the Health and Welfare Information Systems Centre. Today's data
exchange formats are based on HL7 CDA standards and are document-based. However,
document-based data exchange no longer meets today's needs. OpenEHR is an e-health
technology based on open specifications, clinical models and software that help create
new data exchange standards and information-driven and interoperable solutions for
healthcare providers. As a result, there is a need to improve knowledge of openEHR
capabilities and clinical modelling.
2. General requirements
2.1. The subjects of the small purchase are the following training sessions:
2.1.1. "Introduction to openEHR";
2.1.2. "OpenEHR Clinical Modelling".
3. Requirements for openEHR training
3.1. The aim of the training is to increase the openEHR competence of the staff of
the Health and Welfare Information Systems Centre.
3.2. The tenderer has got established and tested training programs focusing on
openEHR overview and clinical modelling. The tenderer undertakes to provide
descriptions of the training programs together with the tender.
3.3. The minimum duration of one training session is 3 hours (h).
3.4. The training must be conducted as e-learning.
3.5. The openEHR models created/used in the training should preferably be based
on a health information system service.
3.6. The training takes place in one group, a total of up to 10 people can participate
in the training. If not, everyone can participate, the contracting authority must
be allowed to save the training for review and allow playback within 2 months
after the training.
3.7. The training must take place in June 2022.
