Dear Sirs,
We have examined Your letter (ref.1) and we wish to inform You as follows.
Calculations have been made in accordance with Annex 3 to the Summary Record (ref. 2).
Estonian administration has no objections to allotments of Russian Federation and frequency
assignments to digital television proposed in Your letter (ref.1), except additional ERP reduction
to following 2 assignments and remark R2:EST to allotment:
538MHz SANKT-PETERBURG (admin id: RUS1510031524BT) the calculation shows the test
points of the contour for the Estonian allotment KOHTLA (administration id: EST-05-02-KTL)
in which the aggregate interference field strength exceeds the acceptable max CNFS
72.5dBuV/m., with the maximum excess of 7.3 dB at test point no. 17 with following
coordinates: 028E10 01, 59N22 33.
In view of the above and based on conditions of EMC with the digital frequency allotments of
the Republic of Estonia KOHTLA (administration id: EST-03-02-KTL), coordination of the
frequency assignment SANKT-PETERBURG ch. 29, is possible subject to the following
reductions in the azimuthal directions: 240° by -7.3 dB and 250° by -7.1dB.
578MHz LUGA LEN (admin id: RUS21080899BT) the calculation shows the test points of the
contour for the Estonian allotment KOHTLA (administration id: EST-03-02-KTL) in which the
aggregate interference field strength exceeds the acceptable max CNFS 73.5dBuV/m., with the
maximum excess of 5dB at the test point no. 17 with following coordinates: 028E1001,

In view of the above and based on conditions of EMC with the digital frequency allotments of
the Republic of Estonia KOHTLA (administration id: EST-03-02-KTL), coordination of the
frequency assignment LUGA LEN ch. 34, is possible subject to the following reductions in the
azimuthal directions: 280° by -0.6 dB, 290° by -3.4dB, 300° by -3.8dB and 310° by -5dB.
Russian federation digital frequency allotment LUGA ch. 34 (admin id RUS341031) can be
coordinated with the technical parameters notified (ref. 1) subject to mandatory coordination of that
allotment’s implementation with Estonian Republic digital TV broadcasting systems. The allotment
may be published in the GE06D Plan with the remark «t_remarks = R2:EST».
