Chère Madame la Présidente,
En ma qualité de Président du Comité Statutaire de l’Accord Partiel Elargi sur les Itinéraires culturels du Conseil de
l’Europe (APE), je vous écris pour vous informer de la décision du Comité Statutaire relative à l’éventuelle
introduction de frais administratifs à verser par les Itinéraires culturels du Conseil de l’Europe au budget de l’APE.
« Le Comité Statutaire de l'APE sur les Itinéraires Culturels du Conseil de l'Europe décide de ne pas poursuivre la
proposition de l'introduction de frais administratifs à la charge des Itinéraires Culturels du Conseil de l'Europe et
remercie le Conseil de direction, l’experte en charge de la consultation, les Etats membres de l’APE et les Itinéraires
qui ont pris part à la consultation. »
Cette mesure a été initialement proposée par le Comité Statutaire de l'APE dans le cadre d'une vaste réflexion
destinée à renforcer la stabilité du programme, à travers la formulation d’un certain nombre de suggestions visant
à accroître les ressources financières de l'APE. Une large consultation auprès des différentes parties prenantes du
programme a ensuite été menée afin de préparer des recommandations relatives à la pertinence, à l'opportunité
et aux modalités pratiques d'une éventuelle mise en place de ces frais.
Le Comité Statutaire de l’APE tient à remercier le Conseil de Direction pour la recommandation qu’il a formulée lors
de sa réunion informelle à l’occasion du 12ème Forum Annuel Consultatif qui s’est tenu à Łódź, en Pologne (20-22
septembre 2023). Le Comité Statutaire a pris note de cette recommandation de ne pas procéder à l’introduction
de frais administratifs à la charge des Itinéraires culturels du Conseil de l’Europe, tout en encourageant la poursuite
du dialogue entre les parties prenantes du programme afin de sensibiliser aux éventuels mérites et valeurs ajoutées
de la mesure proposée.
Je vous informe donc que lors de sa réunion annuelle le 6 novembre dernier, le Comité Statutaire a décidé de ne
pas poursuivre la proposition de l'introduction de frais administratifs à la charge des Itinéraires Culturels du Conseil
de l'Europe. Le Comité Statutaire est à disposition des différentes parties prenantes si des discussions autour de
ce dossier devaient se poursuivre ultérieurement.
Je souhaiterais saisir l’occasion de cette lettre pour remercier tous les représentants du Conseil de direction qui
ont pris part à ce processus de réflexion, et je vous prie également de bien vouloir communiquer la décision du
Comité Statutaire aux parties prenantes concernées.

Ref ► Decision of the Statutory Committee of the Enlarged Partial Agreement on Cultural Routes (EPA) concerning
the possible introduction of an administrative fee to be paid by the Cultural Routes of the Council of Europe to the
EPA budget.
Dear Madam Chair,
In my capacity as Chair of the Statutory Committee of the Enlarged Partial Agreement on Cultural Routes of the
Council of Europe (EPA), I am writing to inform you of the Statutory Committee's decision on the possible
introduction of an administrative fee to be paid by the Cultural Routes of the Council of Europe to the EPA budget.
“The Statutory Committee of the EPA on the Cultural Routes of the Council of Europe decides not to pursue the
proposal to introduce an administrative fee to be borne by the Cultural Routes of the Council of Europe and thanks
the Governing Board, the expert in charge of the consultation, the EPA Member States and the Routes which took
part in the consultation.”
This measure was initially proposed by the Statutory Committee of the EPA as part of a broad reflection aimed at
reinforcing the programme's sustainability, through the formulation of a certain number of suggestions designed
to increase the EPA's financial resources. A wide-ranging consultation of the programme's various stakeholders
was then carried out in order to prepare recommendations on the relevance, appropriateness and terms and
conditions of the possible introduction of this fee.
The Statutory Committee of the EPA would like to thank the Governing Board for the recommendation formulated
at its informal meeting on the occasion of the 12th Annual Advisory Forum held in Łódź, Poland (20-22 September
2023). The Statutory Committee took note of this recommendation not to proceed with the introduction of an
administrative fee to be borne by the Cultural Routes of the Council of Europe, while encouraging further dialogue
between the programme's stakeholders in order to raise awareness of the possible merits and added values of the
proposed measure.
I would therefore like to inform you that at its annual meeting on 6 November, the Statutory Committee decided
not to pursue the proposal to introduce an administrative fee to be borne by the Cultural Routes of the Council of
Europe. The Statutory Committee is at the disposal of the various parties involved should discussions on this matter
continue at a later stage.
I should like to take the opportunity of this letter to thank all the representatives of the Governing Board who took
part in this process of reflection, and I would also kindly ask you to communicate the Statutory Committee's
decision to the relevant stakeholders.
