We hope Estonia will be able to support such a Work Item during the next ECC plenary meeting in early November. The Czech administration fully supports this proposal and are engaging with other administrations on the topic. If you would like to discuss this further with the CTU please do not hesitate to contact Pavel Sistek ([email protected]), Head of Policy and Strategy Unit at the Czech Telecommunication Office. Based on initial feedback from other administrations I'd like to emphasise we are only seeking a Work Item to undertake studies to see if WAS/RLAN could (or not) coexist with existing incumbents (mainly FSS and FS). This work item will not address WAS/RLAN coexistence with IMT. We appreciate work is ongoing within ITU-R WP5D under agenda item 1.2 but this is only considering IMT coexistence with incumbents. We believe it is important for Admins to have all the facts in hand before taking a final position on AI 1.2. If of interest, we would be pleased to organise a meeting together with industry representatives to discuss this further. 1 Please also find attached the latest quarterly Wi-Fi 6E newsletter from the Wi-Fi alliance that provides an update on the policy and regulatory developments across EMEA, device availability and includes an interview with the head of the ASMG, Tariq Al Awadhi. I am writing to ask you to consider raising a work item in the CEPT to study possible harmonised technical conditions for wireless access systems (WAS), including radio local area networks (RLANs), to provide wireless broadband services in the 6425-7125 MHz band. With the results of such studies, administrations would be in a better position to decide if WAS/RLAN and/or IMT are viable options for sharing with incumbent services and agree on the way forward before the WRC-2023. Without such studies, it will be difficult for administrations to take an informed position on WRC-2023 Agenda Item 1.2. Changes since the 2017 EC mandate As you are aware, the 2017 EC Mandate harmonises spectrum for WAS/RLANs in the lower 6 GHz band (5945-6425 MHz) only, but there remains a case for expanding the frequency range to 7125 MHz. A viable 6 GHz WAS/RLANs ecosystem already exists; many countries including the U.S., Canada, South Korea, Brazil, Saudi Arabia (see attached infographic), are making the entire 6 GHz band (5925-7125 MHz) available under a licence-exempt regulatory regime. Further, the results of ECC studies for lower 6 GHz (5925-6425 MHz) show that low power indoor (LPI) and very low power (VLP) indoor/outdoor can coexist with the incumbents. Suggested next steps We note that the incumbents in the lower 6 GHz band (5925-6425 MHz) are practically the same as the incumbents in the upper 6 GHz band (6425-7125 MHz). But since there may be some differences, a new CEPT study is likely to be required. We understand that under CEPT rules there need to be at least five administrations to support a new work item, which could be proposed for consideration at the 56th ECC Plenary (28 June to 2 July 2021) for a non-binding technical study, such as a CEPT or ECC report. The WAS/RLANs ecosystem is willing to support this work with additional research and inputs as required. If of interest, we would be pleased to organise a meeting with industry representatives, before the next ECC plenary, to discuss this further.
