July 2021 Dear Sirs, Thank you for your proposals for a Draft Agreement between the Telecommunication Administration of the Russian Federation and the Telecommunication Administration of the Republic of Estonia on the Use of the Frequency Bands 1920-1980 MHz and 2110-2170 MHz by Land Mobile Service Stations in Border Areas (Ref No.5). We will provide you our feedback regarding the issue soon after consultation with the parties involved. In accordance with Section 2.3 of the Summary Record (Ref No. 1) we are sending for your consideration our proposals for draft Agenda of the forthcoming meeting and some proposals, which from our point of view could form the basis for the draft agreements on coordination of frequency assignments in border areas. 1. Discussions concerning the current and future use of the 700 MHz band. We propose to consider draft agreement on the use of the frequency band 694-790 MHz by land mobile service stations of the Republic of Estonia and terrestrial TV broadcasting stations of in the Russian Federation in border areas based on the principles and conditions specified in the Annex 1 to this letter. 2. Discussions concerning the use of DTV Channels in border areas. Possible long-term plans of effective use of DTV channels in Border Region in Frequency Band 470-694 MHz. We propose to discuss equitable access and rational use of spectrum taking into consideration notified layers versus real and planned usage, plans for DVB-T2, SFN transition and possible exchange of channels in order to work out plans for effective usage of channels pairs in interference-critical areas. 3. Discussions concerning the coordination principles for the use of the 3400-3800 MHz band We appreciate the possibility of the revision of the coordination results for 3400-3800 MHz band after a discussion of the use of spectrum the frequency band in a bilateral meeting mentioned in your letters (Ref No. 2 and 3) referenced above, but acknowledging the complexity of the issue and limited meeting time we propose to discuss and agree draft coordination principles before the bilateral meeting by correspondence. 3.1 The opinion of the Estonian Administration concerning the coordination principles for the mobile systems in the 3400-3600 MHz frequency band was provided in item 3 of our letter (17-6/2021/0971) referenced above. We also provided some issues concerning calculations, which need to be clarified. We would appreciate to get your feedback on those issues before the meeting. 3.2 In order to guarantee the equitable access to the spectrum in 3600-3800 MHz frequency band for the existing and planned systems of the Russian Federation and of the Estonian Republic we propose to draft a coordination agreement on the use of the frequency band 3600- 3800 MHz by terrestrial stations of the Republic of Estonia and terrestrial and earth stations of the Russian Federation in border areas based on the same principles and conditions which are specified in ITU RR FN 5.430A. We find that since the systems, which are in use in 3600-3800 MHz frequency band are of the same nature as in 3400-3600 MHz frequency band the FN 5.430A may apply and the necessary protection to the fixed and fixed satellite services is ensured when the power flux-density (pfd) produced by mobile/ base station at 3 m above ground does not exceed −154.5 dB(W/(m2 *4 kHz)) for more than 20% of time at the border of the territory of the Russian Federation. We are waiting for your opinion concerning our proposal concerning the coordination criteria for the 3600-3800 MHz frequency band and we are also ready to consider other alternative proposals. 4. Discussions concerning the use and coordination criteria for the 24,25 – 27,5 GHz band (coordination distances, pfd at the border /drafting of coordination agreement). We are waiting for your proposals if any concerning the coordination criteria in the 26 GHz frequency band. 5. Discussions concerning the use of 800 MHz frequency band and possible revision of the coordination agreement. Since ECC Recommendation 11(04) has been updated in 2017 and there has been an increase of coordination requests for frequency assignments in the mobile systems in the last few years, we propose to update also the Agreement between the Telecommunications Administration of the Republic of Estonia and the Telecommunications Administration of the Russian Federation concerning the use of the frequency band 790-862 MHz for terrestrial systems (Moscow, 2011). We propose to add the PCI codes for FDD mobile systems and also the trigger field strength values as given in ECC Rec. 11(04) Table 1 and Annex 5. In addition, we propose to delete all other conditions in 2.1.1 and 2.1.2 other than the predicted mean field strength values on border. Also, we propose to discuss the relevance of 820-821 MHz conditions as specified in section 2.2. 6. A.O.B 6.1 Discussions concerning the future use of 452,5–457,5 MHz/462,5-467,5 MHz frequency band and possible revision of the coordination agreement or conclusion of new Agreement for the use of LTE systems in the border areas. 6.2 Discussions concerning plans for development of 5G/NR and necessity of possible revision of coordination agreements.
