Hereby you can find answers to your questions:
1. Is certification of 4G / LTE (E-UTRA) devices required in Estonia?
The equipment used for 4G / LTE (E-UTRA) must in conformance with appropriate European directives. All the
requirements of the Radio Equipment directive 2014/53/EU (RED) should be followed and the devices must be
marked accordingly. No additional certification for this kind of product is required.
2. If Yes, please confirm which frequency bands are allowed for such devices.
You can find frequency bands and requirements for use licenced 4G / LTE (E UTRA)
devices from Regulation Tehnilised nõuded sagedusloa alusel kasutatavatele raadioseadmetele especially Lisa 2 Liikuv
maaside see tables:
- 2.18) 453 – 457.475 MHz, 463 – 467.475 MHz;
- 2.19) 791 – 821 MHz, 832 – 862 MHz;
- 2.21) 880 – 915 MHz, 925 - 960 MHz;
- 2.22) 1452 – 1492 MHz;
- 2.23) 1710 – 1785 MHz, 1805 – 1880 MHz;
- 2.24) 1900,2 – 1920 MHz;
- 2.25) 1920 – 1980 MHz, 2110 – 2170 MHz;
- 2.26) 2300 – 2400 MHz;
- 2.27) 2500 – 2690 MHz.
Requirements for unlicenced use are stipulated in the regulation Raadiosageduste kasutamise tingimused ja tehnilised
nõuded sagedusloast vabastatud raadioseadmetele especially Lisa 1 Liikuv maaside tables.
All the regulations are only in Estonian but requirements in the tables are easily followed. We are using the
international format for these.
3. Are there any transmit power level restrictions?
For licenced devices can be power restrictions stipulated on the license.
4. Are there are upcoming new 4G / LTE (E-UTRA) requirements planned soon?
Yes we have planned some minor changes in our legislation . You can find from TRIS database our draft for
Amendment to Minister for Economic Affairs and Communications Regulation No 118 of 1 December 2009 on
‘Technical requirements for radio equipment used on the basis of a frequency authorisation’ in the notification
2021/345/EE ( http://ec.europa.eu/growth/tools-databases/tris/nview.cfm?p=2021_345_EN_EN).
