(Y/N) Summary: This document considers the potential of using the 6425-7125 MHz band for Wireless Access Systems including Radio Local Area Networks (WAS/RLAN) . A work item for relevant studies within WG SE is suggested. Proposal: The co-signing administrations propose that the ECC Plenary tasks WG SE to conduct technical studies on the possible usage conditions for WAS/RLAN in the 6425-7125 MHz band . Background: Globally and i n Europe, there are growing demands for licence-exempt WAS/RLANs to provide additional capacity and higher data rates. In order to respond to these demands, additional spectrum needs to be considered for use by WAS/RLAN. From technical and economic standpoints, the 6425-7125 MHz band is the most attractive option for extending the WAS/RLAN spectrum, particularly as many countries around the world already authorized WAS/RLAN operation in the 5925-7125 MHz band. Spectrum requirements for RLAN The need for additional spectrum for licence-exempt WAS/RLAN is driven by several factors. More users, more devices per user, more bandwidth per existing application, and new high bandwidth applications in both consumer and enterprise segments will generate significantly higher amounts of data traffic. According to a report from Cisco , total IP traffic through Wi-Fi connected to a fixed network will reach 202 Exabytes per month in 2022, up from 53 Exabytes per month in 2017. In Western Europe, more than 60% of all Internet traffic is transferred over Wi-Fi. The key role that the off-load capability of Wi-Fi has been and will be playing in the future for delivering mobile data traffic has been emphasized by a number of traffic studies and market demand estimates. Studies conducted by Quotient Associates and Qualcomm had recommended regulators to plan for more than 1 GHz of additional spectrum for use by unlicensed technologies to enable future WLAN-type application and usage scenarios . These studies, however, could not foresee the dramatic changes in Wi-Fi usage caused by the COVID pandemic. In 2020, global Wi-Fi traffic rised by up to 80% , greatly increasing the need for additional unlicensed spectrum. This situation is expected to persist as many people will continue working from home offices after the pandemic has ended. During the next years, technological advances and accelerating deployments of ultra-fast access networks (fibre, cable, and FWA) will provide speeds in excess of 1 Gbit per second to many European households, enterprises, and public institutions. Already today, some European operators are offering residential customers Fiber to the Home ( FTTH ) connectivity with data rates of 10 Gbits per second. By 2030, peak data rates between 50 and 100 Gbits per second are expected . These data rates will have to be made available to the users most of whom will be using their connected devices indoors, with most mobile devices being connected through Wi-Fi. Studies of human behaviour patterns show that Europeans spend more than 90% of their time indoors. In line with this observation, more than 80% of mobile data traffic originates or terminates indoors, and it is predicted that in the coming years, this value will increase to more than 90% . Consideration of the 6425-7125 MHz band In view of the above, it is required to consider further frequency ranges for possible use by WAS/RLAN in addition to the spectrum available today that could be harmonised within CEPT. The spectrum immediate adjacent to the lower 6 GHz band, namely the frequency band 6425-7125 MHz is an ideal candidate for such consideration. In this band there is a primary Mobile allocation in all three ITU-R regions. The band is also allocated to Fixed services (FS) on a primary basis. There also is a primary allocation for Fixed-satellite service (FSS) (Earth-to space) in the 6425-7025 MHz range. In accordance with Article 5 in the upper part of this band, administrations should bear in mind the needs of the Earth exploration-satellite (passive) and space research (passive) services. Coexistence between WAS/RLAN and incumbents in the 5925-6425 MHz band has been extensively studied. ECC Report 302 and ECC Report 316 found that licence-exempt WAS/RLAN can share the band with incumbents under certain operational conditions which were laid down in ECC / DEC / (20)01. There are also some studies available on sharing between FSS and IMT in the band 5850-6425 MHz . These studies recognize the difficulty for IMT networks to share C-band frequencies with FSS. Noting the findings of ECC Report 302 and ECC Report 316, coexistence scenario between WAS/RLAN and FSS and other incumbents appears feasible. The similarity between incumbents in the lower and upper part of the 6 GHz band was noted by the European Commission when it issued its 2017 mandate to evaluate the lower part of the band for licence-exempt WAS/RLAN: “ Based on the results of the compatibility and coexistence studies covering the 5925-6425 MHz band to be carried out under this Mandate, the relevant harmonised technical conditions should enable the coexistence with other systems in this and adjacent frequency bands. ” Moreover, the European Commission in 2017 noted the importance of global economies of scale to the ability of WAS/RLAN to effectively meet the needs of European consumers: “ With a view to achieving a scope for worldwide harmonisation of additional spectrum for WAS/RLAN that would strengthen the economies of scale for manufacturers of RLAN equipment and thereby benefit all end-users, the work carried out under this task should take into account developments in other ITU Regions. ” With major economies globally now adopting an approach that permits WAS/RLAN sharing through the full range of the 6 GHz band, a study should commence promptly to position Europe to take full advantage of the latest WAS/RLAN technologies as soon as is practicable. Proposed technical studies It is suggested to start CEPT studies on possible usage conditions for WAS/RLAN in the 6425-7125 MHz band. These studies should address: technical and operational characteristics of WAS/RLAN in the 6425-7125 MHz frequency range; sharing and compatibility issues between WAS/RLAN and incumbent radiocommunication services in the 6425-7125 MHz frequency range; any necessary mitigation techniques and conditions on WAS/RLAN that would facilitate sharing with the incumbent radiocommunication services, while protecting their current and planned use. While in Europe we have just opened the lower 6 GHz band, there is an increasing number of administrations such as ČTÚ of the Czech Republic that support studying coexistence conditions between licence-exempt WAS/RLAN and incumbents in the upper 6 GHz band, to enable administrations to make an informed decision about the future use of the upper 6 GHz band.
