arenduskeskuse põhimäärus“ muutmine
Määrus kehtestatakse Vabariigi Valitsuse seaduse § 43 lõike 5 alusel.
§ 1. Siseministri 17. veebruari 2020. a määruses nr 8 „Siseministeeriumi infotehnoloogia- ja
arenduskeskuse põhimäärus“ tehakse järgmised muudatused:
1) määruse tekstis asendatakse läbivalt sõna „direktor“ sõnaga „peadirektor“ vastavas käändes;
2) määruse tekstis asendatakse läbivalt sõna „valdkonnajuht“ sõnadega „peadirektori asetäitja“
vastavas käändes;
3) paragrahvi 1 lõiget 4 täiendatakse pärast sõna „valitsemisala“ tekstiosaga „, välja arvatud
Kaitsepolitseiameti,“;
4) paragrahvi 6 tekst sõnastatakse järgmiselt:
„Keskuse ingliskeelne nimetus on IT and Development Centre. Vajaduse korral võib lisada Eesti
riigi nime ja kirjutada IT and Development Centre of the Ministry of the Interior of Estonia.“;

143) andmeladude loomine ja haldamine, mis võimaldavad täita õigusaktides volitatud töötlejale
määratud ülesandeid;“;
9) paragrahvi 9 täiendatakse lõigetega 11 ja 12 järgmises sõnastuses:
„(11) Peadirektorile alluvad vahetult peadirektori asetäitjad ja strateegiaosakonna juhataja.
(12) Peadirektori äraolekul asendab teda peadirektori asetäitja.“;
10) paragrahvi 11 lõige 1 sõnastatakse järgmiselt:
„(1) Keskuse kooseisus on peadirektori asetäitja baasteenuste valdkonnas, peadirektori asetäitja
tugiteenuste valdkonnas ja peadirektori asetäitja äriteenuste valdkonnas, kes juhivad oma
pädevuse alusel järgmiste valdkondade tööd:
1) baasteenuste valdkond;
2) tugiteenuste valdkond;
3) äriteenuste valdkond.“;
11) paragrahvi 12 lõige 1 sõnastatakse järgmiselt:

korraldamine, IT-taristu, platvormiteenuste, sideteenuste ja töökohateenuste töö tagamine,
tehnoloogilise arengu planeerimine ja keskuse tehnoloogiliste lahenduste kasutuselevõtu
korraldamine, kasutusel olevate tehnoloogiliste lahenduste ajakohastena hoidmine ja nende
koostoime tagamine, ministeeriumi valitsemisala asutuste (v.a Kaitsepolitseiameti)
küberturvalisuse tagamine, valitsemisala asutuste infosüsteemide (v.a Kaitsepolitseiameti)
riskihalduse, valitsemisala asutuste infosüsteemide (v.a Kaitsepolitseiameti) liidestamise
riskihalduse ja keskuse riskihalduse tegemine, järelevalve tegemine keskuse üldjulgeoleku üle
ja selle tagamine ning keskuse riigisaladuse kaitse korraldamine ja seotud infosüsteemide
küberkaitse tagamine. Keskuse ja ministeeriumi valitsemisala üleste infoturberiskide juhtimist
teostab ning infosüsteemide küberkaitse funktsioonide täitmise eest vastutab vahetult
peadirektor.
(2) Tugiteenuste valdkonna põhiülesanded on keskuse töötajate juhtimise ja arendamise
koordineerimine, töösuhete administreerimine, asjaajamise korraldamine, dokumendihalduse ja
teabehalduse toimimise tagamine, keskuse põhiülesannete täitmiseks vajalike ruumide,
transpordivahendite ja inventari tagamine ja nende haldamine, finantsjuhtimise ja
välisvahendite rakendamise korraldamine, keskuse kommunikatsioonitegevuse eesmärgipärane
korraldamine ja koordineerimine ning keskuse õigusteenindamine ja riigihangete läbiviimine.
(3) Äriteenuste valdkonna põhiülesanne on ministeeriumi valitsemisala ülesannete täitmiseks
vajalike infosüsteemide arendamine ja haldamine, rahvastikuregistri klienditoe teenuse
osutamine ning infosüsteemide arendamise ja haldamise planeerimine ja rakendamine.
(4) Strateegiaosakonna põhiülesanne on keskuse tegevuse terviklik strateegiline planeerimine,
selle rakendamise korraldamine ja teenuste portfelli keskne haldamine.“.

The main organization responsible for this project is Health and Welfare Information Systems
Centre. The team needs several roles/profiles for managing and implementing the project
successfully:
Management of the project: Project Manager – responsible for project management both for
EU level as well as Estonian operations; assistant Project Manager/Service Manager –
supporting the project manager and managing daily service issues.
Analysis and Architecture: IT Architect/Tech Lead; Data Analyst, incl expert of the EU
Semantics Group and Data Quality Manager to tackle the issues with the data quality
problems with the documents.
Testing Team - Test Lead and tester for all the application and services being developed.
System/application administrators - EU DCC certification and verification web applications,
verifier service, National Health Information System, National Patient Portal to support the
EU DCCs.
Monitoring Expert – creating and administering the monitoring system
IT Helpdesk – coordinating and resolving the issues with the launch of the EU DCC system
Infrastructure/Public Key InfraStructure Team – system administrators for basis
infrastructure and networks; IT Security Expert.

Developer team for development of the EU DCC Certificates (incl National Health
Information System, national backend to connect the EU Gateway)

Police and Border Guard Board, i.e. approximately 140 border guards in various borders
using mobile devices to validate and verify the certificates
Health Board, i.e. approximately up to 60 health inspectors of the Regional Departments of
the Health Board and Heads of the Procedure Group. In order to prevent the spread of
COVID-19, the Health Board carries out random inspections of border crossings by the
supervisory body to verify the authenticity of submitted digital certificates of vaccination and
recovery, on the basis of which those entering Estonia are released from self-isolation.
Communication:
Health and Welfare Information Systems Centre. Communication Expert. Responsible for
media campaigns, coverage and variety of other media activities and inquiries about the EU
DCC.

3.1 Please give a brief description of the visibility actions you intend to carry out and how the EU
element will be included (please refer closely to the requirements set out in Annex 1 of this
application form):
EU DCC have been popular in Estonia since its launch. The same goes for media coverage. The
solutions for issuance as well as verification have been consistently talked about in all media
across the country. We anticipate the continuation of similar activities, as this is internationally
as well as nationally important measures against tackling with COVID-19. The EU flag is both on
the certificate as well as on the verification web app. The logo of the EU with the specific note to
funding is already being discussed with the designers how to include into the issuance and
verification web app.

ANNEX 1: Visibility requirements for emergency support actions under the Emergency
Support Instrument
Effective visibility and communication is crucial to display and stress the EU nature of the funding
awarded as emergency support. Appropriate contractual stipulations will therefore be included in any
agreements to be signed by the Commission under the Financing Decision of 24 April 2020. Those
stipulations will either include or refer to the following provisions so as to make them binding on the
grant beneficiaries.
Communication and visibility for emergency support actions under the Emergency Support Instrument
(ESI) aims to:
ensure that the public is aware of how the EU is helping;
provide accountability as to where the funding is going to; and
foster continued strong support for the EU’s coordinated response to COVID-19 among key
stakeholders and the general public.
For communication to be effective, it must be undertaken in close cooperation between the entity
responsible for the operation and the EU. The EU department responsible for the action will also
ensure throughout their communication that they grant visibility to the EU in both written and visual
communication.

Grant beneficiaries will ensure appropriate public awareness of interventions funded by the EU by

Siseministeeriumi infotehnoloogia- ja
arenduskeskuse põhimäärus
Määrus kehtestatakse Vabariigi Valitsuse seaduse § 43 lõike 5 alusel.
1. peatükk
ÜLDSÄTTED
§ 1. Siseministeeriumi infotehnoloogia- ja arenduskeskuse staatus
(1) Siseministeeriumi infotehnoloogia- ja arenduskeskus (edaspidi keskus) on
Siseministeeriumi (edaspidi ministeerium) hallatav riigiasutus.
(2) Oma ülesannete täitmisel esindab keskus riiki.
(3) Keskuse nimetuse ametlik lühend on SMIT.
(4) Keskus on ministeeriumi valitsemisala info- ja kommunikatsioonitehnoloogia
(edaspidi IKT) valdkonna riigihangete keskne hankija riigihangete seaduse § 42 lõike 5
tähenduses.
§ 2. Keskuse eelarve
(1) Keskusel on oma eelarve.
(2) Keskuse kulud kaetakse riigieelarvest, rahvusvahelistes koostööprojektides osalemisest
tulenevatest eraldistest, Euroopa Liidu toetustest ja keskuse tegevusvaldkonnaga seotud
tasuliste teenuste osutamisest laekuva tulu arvelt.
(3) Keskuse eelarve kinnitab, seda muudab ja selle täitmist kontrollib valdkonna eest vastutav
minister (edaspidi minister).
§ 3. Keskuse aruandekohustuslikkus
(1) Keskus on aruandekohustuslik ministri ees, kes suunab keskuse tegevust ja teeb keskuse
tegevuse üle järelevalvet õigusaktides sätestatud korras.
(2) Keskuse tegevust koordineerib ministeeriumi kantsler ja valdkonna eest vastutav
asekantsler kantslerilt saadud volituste piires.
(3) Keskust auditeerib ministeeriumi siseauditi osakond.
§ 4. Keskuse sümbolid
(1) Keskusel on oma nimetuse ja väikese riigivapi kujutisega pitsat, mille kasutamine
määratakse keskuse sisemist töökorraldust reguleerivas juhendis või korras.
(2) Keskusel on üld- ja kirjaplank, mille kasutamine määratakse keskuse sisemist töökorraldust
reguleerivas juhendis või korras.
(3) Keskusel on oma logo. Logo näidise kehtestab direktor käskkirjaga.
(4) Keskuse logo võib kasutada kujunduselemendina keskuse kommunikatsioonikanalites ja
infokandjatel ning muudel identiteeti kandvatel esemetel.
§ 5. Keskuse asukoht
(1) Keskus asub Tallinnas. Keskuse postiaadress on Mäealuse 2/2, 12618 Tallinn.
(2) Keskuse mujal asuva struktuuriüksuse asukoht ja postiaadress nimetatakse struktuuriüksuse
põhimääruses.
§ 6. Keskuse ingliskeelne nimetus
Keskuse ingliskeelne nimetus on IT and Development Centre. Ministry of the Interior, Estonia.
Kui kasutatakse keskuse ingliskeelset nimetust ja samas tekstis on inglise keelde tõlgitud riigi
nimi „Eesti Vabariik“, võib keskuse ingliskeelsest nimetusest sõna „Estonia“ ära jätta.
2. peatükk
KESKUSE TEGEVUSVALDKOND JA ÜLESANDED
§ 7. Keskuse tegevusvaldkond
Keskuse tegevusvaldkond on ministeeriumi valitsemisala ülesannete täitmiseks vajalike IKT
teenuste arendamine, haldamine ja hankimine, infoturbega seotud tegevuste korraldamine ja
küberturvalisuse tagamine ning teistele riigi- ja kohaliku omavalitsuse asutustele ning riigi
sihtasutustele tasuliste IKT teenuste osutamine tingimusel, et see ei kahjusta keskuse
põhiülesannete täitmist ministeeriumi valitsemisalas.
§ 8. Keskuse ülesanded
Keskuse ülesanded on:
1) ministeeriumi valitsemisala IKT-poliitika rakendamiseks vajalik strateegiline planeerimine,
eelarve planeerimine ja majandusarvestuse pidamine;
2) IKT-lahenduste ja -süsteemide hankimine, arendamine ja haldamine ning nende tegevuse
korraldamine;
3) IKT-teenuste osutamine ja nende toimepidevuse tagamine, lähtudes kokkulepitud
tingimustest;
4) IKT-vara ja -teenuste kasutamise kontroll ulatuses, mis on vajalik keskuse ülesannete
täitmiseks;
5) operatiivraadioside teenuse osutamine nii tava- kui ka kriisiolukorras kehtestatud õigusaktide
järgi;
6) ministeeriumi valitsemisala IKT valdkonna riigihangete läbiviimine;
7) ettepanekute tegemine ministeeriumi ja selle valitsemisala asutuste tööprotsesside
tõhustamiseks infotehnoloogia vahendite kaudu;
8) küberturvalisuse valdkonna alaste koolituste korraldamine, infotehnoloogiaalase väljaõppe
korraldamine standard- ja spetsiaaltarkvara kasutamiseks, ettepanekute tegemine standard- ja
spetsiaaltarkvara kasutamise koolituse organiseerimise ja sisu kohta;
9) võrgu- ja infosüsteemide ning nendega seotud infovarade suhtes kohalduvate turvameetmete
ja andmekaitse nõuetekohase rakendamise korraldamine, ministeeriumi valitsemisalas
infoturbe standardite rakendamise koordineerimine ning standardite rakendamiseks infoturbe
alaste juhiste välja töötamine;
10) keskuse hallatavates IKT-lahendustes tuvastatud või keskusele raporteeritud IKT-ga seotud
turvaintsidentide käsitlemine, vajaduse korral piirangute seadmine, hoiatuste andmine
turvaintsidentide ennetamiseks ning kasutajate IKT-alase turbeteadlikkuse suurendamine;
11) keskuse arengudokumentide väljatöötamine;
12) ettepanekute tegemine keskuse tegevusvaldkonnaga seotud poliitikate ja
arengudokumentide, tegevusvaldkonda reguleerivate õigusaktide ja standardite
väljatöötamiseks või muutmiseks, arvamuse andmine keskuse tegevusvaldkonda puudutavate
õigusaktide eelnõude kohta ning osalemine nende väljatöötamisel;
13) keskuse ülesannete täitmiseks vajaliku koostöö arendamine teiste riigiasutuste, kohaliku
omavalitsuse üksuste, vabaühenduste, avalikkuse ning välisriikide asjaomaste ametiasutuste ja
rahvusvaheliste organisatsioonidega;
14) teistele riigi- ja kohaliku omavalitsuse asutustele ning riigi sihtasutustele tasuliste IKT-
teenuste osutamine tingimusel, et see ei kahjusta keskuse põhiülesannete täitmist ministeeriumi
valitsemisalas;
15) muude seadusest ja selle alusel antud õigusaktidest tulenevate või keskuse eesmärkide
saavutamiseks vajalike ülesannete täitmine.
3. peatükk
KESKUSE JUHTIMINE
§ 9. Keskuse juhtimine
(1) Keskust juhib direktor, kellega töölepingu sõlmib, seda muudab, selle lõpetab ja ütleb üles
minister.
(2) Direktori äraolek ja selleks ajaks talle asendaja määramine vormistatakse ministri
käskkirjaga, välja arvatud käesoleva paragrahvi lõigetes 3 ja 4 nimetatud juhtudel.
(3) Direktori välislähetusse saatmine ja talle puhkuse andmine ning välislähetuse, puhkusel
oleku ja ajutise töövõimetuse ajaks talle asendaja määramine vormistatakse ministeeriumi
kantsleri käskkirja või korraldusega.
(4) Direktori siselähetusse saatmise ja talle siselähetuse ajaks asendaja määramise otsustab
direktor ning see vormistatakse keskuse lähetuste korralduse kohaselt.
§ 10. Direktori ülesanded
(1) Direktor:
1) juhib keskuse tööd;
2) vastutab keskuse tegevust korraldavate õigusaktide õiguspärase, täpse, õigeaegse ja
otstarbeka täitmise eest;
3) tagab sisekontrollisüsteemi rakendamise keskuses;
4) juhib talle vahetult alluvate töötajate ja struktuuriüksuste juhtide tööd;
5) sõlmib lepinguid, esindab keskust ning annab volitusi lepingute sõlmimiseks ja keskuse
esindamiseks;
6) esitab ministrile ettepanekuid keskuse struktuuri ja töökohtade koosseisu arvu kohta;
7) kinnitab keskuse töökohtade jaotuse, nimetused, töökoha tähtaegsuse ja koormuse ning
vajaduse korral struktuuriüksuse koosseisus allstruktuuriüksuste moodustamise;
8) sõlmib, lõpetab ja ütleb üles töölepinguid keskuse töötajatega;
9) kinnitab keskuse struktuuriüksuse põhimääruse;
10) kinnitab keskuse arengudokumendid ning sisemist töökorraldust reguleerivad juhendid ja
korrad;
11) esitab ministrile ettepanekuid keskuse tegevusvaldkonna korraldamiseks;
12) esitab ministrile ettepanekuid keskuse eelarve kohta ning valvab eelarve eesmärgipärase ja
otstarbeka täitmise üle;
13) otsustab keskuse valduses oleva riigivaraga seotud küsimusi riigivaraseaduses või selle
alusel kehtestatud korras;
14) teeb teenistuslikku järelevalvet keskuse töötajate toimingute üle ning kohaldab ergutusi ja
määrab distsiplinaarkaristusi;
15) korraldab keskuse arengukava, tegevuskava ja -aruannete koostamise ning ministeeriumile
esitamise;
16) täidab muid ülesandeid, mis tulenevad seadusest ja selle alusel antud õigusaktidest.
(2) Direktoril on õigus anda oma pädevuse piires õigusaktide alusel ja nende täitmiseks
käskkirju ning suulisi ja kirjalikke korraldusi.
§ 11. Valdkonnajuhi põhiülesanded
(1) Keskuse kooseisus on neli valdkonnajuhti, kes juhivad oma pädevuse alusel järgmiste
valdkondade tööd:
1) arendusvaldkond;
2) teenindusvaldkond;
3) tehnoloogiavaldkond
4) tugiteenuste valdkond.
(2) Valdkonna põhiülesannete täitmiseks valdkonnajuht:
1) juhib valdkonda talle vahetult alluvate töötajate kaudu;
2) vastutab valdkonna töö korraldamist ja tegevust reguleerivate õigusaktide õiguspärase, täpse,
õigeaegse ja otstarbeka täitmise eest ning annab direktorile aru oma valdkonna tegevusest;
3) tagab valdkonna põhiülesande täitmisega seotud lepingu kavandite ettevalmistamise ja
kooskõlastamise ning sõlmitud lepingute täitmise kontrollimise;
4) osaleb keskuse eelarveprotsessis oma valdkonna eelarvet planeerides, analüüsib valdkonna
eesmärkide täitmisega seotud finantskulusid, taotleb valdkonna ülesannete täitmiseks vajalikke
vahendeid ning vastutab oma valdkonna eelarveraha eesmärgipärase ja sihtotstarbelise
kasutamise eest;
5) teeb direktorile ettepanekuid oma valdkonna jätkusuutlikuks arendamiseks;
6) vastutab oma valdkonnas seatud eesmärkide täitmise eest;
7) teeb ettepanekuid töötajate tööle võtmiseks, vabastamiseks, edutamiseks, töötasu ja toetuste
määramiseks ning muude personalitoimingute tegemiseks;
8) teeb koostööd teiste riigiasutuste, kohaliku omavalitsuse üksuste, vabaühenduste,
rahvusvaheliste organisatsioonide ja avalikkusega;
9) esindab keskust direktorilt saadud volituste piires;
10) täidab muid direktori antud ülesandeid.
(3) Valdkonnajuhi täpsemad ülesanded, õigused ja vastutus määratakse kindlaks
struktuuriüksuse põhimääruses või valdkonnajuhi töölepingus või mõlemas.
4. peatükk
KESKUSE STRUKTUUR JA STRUKTUURIÜKSUSTE ÜLESANDED
§ 12. Keskuse struktuuriüksused
(1) Keskuse struktuuriüksused on:
1) arendusvaldkond;
2) teenindusvaldkond;
3) tehnoloogiavaldkond;
4) tugiteenuste valdkond;
5) finantsosakond;
6) infoturbeosakond;
7) strateegiaosakond.
(2) Keskuse struktuuriüksuse koosseisu võivad kuuluda allstruktuuriüksused või eraldi
töökohad, millel töötavate töötajate pädevus ja ülesanded määratakse kindlaks struktuuriüksuse
põhimääruses.
(3) Keskuse struktuuriüksuse põhiülesannete täitmisega kaasnevad ülesanded, juhi õigused,
kohustused ja vastutus määratakse kindlaks struktuuriüksuse põhimääruses või töölepingus või
mõlemas.
(4) Keskuse struktuuri võivad kuuluda väljaspool struktuuriüksusi asuvate töötajate töökohad.
(5) Väljaspool keskuse struktuuriüksusi asuvate töötajate tööülesanded, alluvus, õigused ja
vastutus määratakse kindlaks töölepingus.
§ 13. Struktuuriüksuste põhiülesanded
(1) Arendusvaldkonna põhiülesanne on Siseministeeriumi valitsemisala ülesannete täitmiseks
vajalike infosüsteemide arendamine ja haldamine, rahvastikuregistri klienditoe teenuse
osutamine ning infosüsteemide arendamise ja haldamise strateegiline planeerimine.
(2) Teenindusvaldkonna põhiülesanded on klienditoe teenuse ning infosüsteemide seire
korraldamine, seadmeruumide käideldavuse, seadmete paigalduse, käideldavuse ja remondi
korraldamine ning valdkonna teenuste ja strateegiate arendamine, haldamine ja juhtimine.
(3) Tehnoloogiavaldkonna põhiülesanded on IT-taristu, platvormiteenuste ja sideteenuste töö
tagamine ning tehnoloogilise arengu planeerimine ja keskuse tehnoloogiliste lahenduste
kasutuselevõtu korraldamine, kasutusel olevate tehnoloogiliste lahenduste ajakohastena
hoidmine ja nende koostoime tagamine.
(4) Tugiteenuste valdkonna põhiülesanded on töötajate juhtimise ja arendamise
koordineerimine, töösuhete administreerimine, asjaajamise korraldamine, dokumendihalduse
ja teabehalduse toimimise tagamine, keskuse põhiülesannete täitmiseks vajalike ruumide,
transpordivahendite ja inventari tagamine ja nende haldamine, asutuse õigusteenindamine ja
riigihangete läbiviimine.
(5) Finantsosakonna põhiülesanne on finantsjuhtimise ja välisvahendite rakendamise
korraldamine.
(6) Infoturbeosakonna põhiülesanded on ministeeriumi valitsemisala (v.a Kaitsepolitseiameti)
küberturvalisuse tagamine, valitsemisala ja valitsemisalaga seotud infosüsteemide (v.a
Kaitsepolitseiameti) riskihalduse ja keskuse riskihalduse tegemine, järelevalve tegemine
keskuse üldjulgeoleku üle ja selle tagamine ning keskuse riigisaladuse kaitse korraldamine ja
seotud infosüsteemide küberkaitse tagamine.
(7) Strateegiaosakonna põhiülesanne on keskuse tegevuse terviklik strateegiline planeerimine,
selle rakendamise korraldamine ja teenuste portfelli keskne haldamine.

RAKENDUSSÄTE
§ 14. Määruse jõustumine
Määrus jõustub 1. märtsil 2020. aastal.
