The 2023 Declaration of the Seventh Ministerial Conference on Environment and Health (Budapest Declaration) sets out a broad spectrum of commitments by Member States in the WHO European Region to address the health impacts of climate change. The Working Group on Health in Climate Change (HIC), established under the European Environment and Health Task Force, continues to facilitate dialogue among countries and stakeholders to promote the implementation of the commitments taken in the Budapest Declaration, facilitating the dissemination of state-of-the art knowledge and supportive initiatives, promoting synergies, and facilitating coordination at the international level. The Partnership for Health Sector Climate Action, launched at the Conference, aims to facilitate the building of a regional community of practice to share approaches, experience and research as countries chart pathways and solutions to developing climate-resilient, low-carbon health systems. At the global level, the first ever health and climate change declaration, endorsed at the UN Climate Change Conference (COP28) in 2023, presents a historic milestone. The 2024 World Health Assembly resolution on climate change and health and the prioritization of climate change as one of the six strategic pillars of WHO’s Fourteenth General Programme of Work for 2025-2028 set strong ambitions for Member States and WHO in the area of climate change and health. Knowledge generation is a key element needed to unlock climate action. The scale of research on climate change and health has increased in recent years alongside the rapidly expanding engagement of research institutions and health professionals in climate and health work. Achieving WHO’s ambitious climate and health goals requires a shift in how research is conducted and evidence is generated. To address this need, WHO is currently developing a global Research Agenda for Action on Climate and Health (REACH), to serve as a blueprint for future research and policymaking. The eleventh meeting of the HIC Working Group aims to update participants on current developments and to share knowledge and experiences. The meeting also aims to consult the HIC Working Group as part of the process to identify regional research priorities to drive forward WHO’s strategic objectives on climate change and health. Specifically, the meeting will: • Provide information on ongoing global and regional initiatives and developments in health and climate change, including on the UN Climate Change Conference (COP29), and provide updated information on the implementation of the Budapest Declaration; • Summarize the key findings from the 2024 Europe report of the Lancet Countdown on Health and Climate Change and other key reports, with a focus on regional data and evidence; • Present the latest developments in heat-health action planning and warning systems, and share insights and lessons learned from recent initiatives in various countries; • Explore the knowledge base, emerging experiences and capacity needs to facilitate climate action in the areas of mental health and climate-resilient and sustainable health systems; and Scope and purpose Page 2 • Introduce the REACH framework and consult with the HIC Working Group to identify key research needs and priorities across WHO's core focus areas in climate change and health (see separate documents attached for further information: the REACH scope and purpose, REACH background information and the REACH summary of research themes and priorities). This meeting is expected to deliver key updates on WHO’s work in climate change and health, take stock of recent evidence and experiences, and outline research priorities for the WHO European Region. These discussions will offer Member States a comprehensive view of progress in climate and health policy, scientific developments, and key areas for advancing research which can setting a common direction for future efforts on shared priorities in this area. The scale of research on climate change and health has increased in recent years alongside the rapidly expanding engagement of research institutions and health professionals in climate and health work. Countries are also making meaningful new commitments to climate and health action, through initiatives like the WHO hosted network Alliance for Transformative Action on Climate and Health (ATACH). However, a significant gap remains between the urgency of and commitments to action, and progress towards global climate and health goals. While many factors contribute to this gap, knowledge generation is one key element needed to unlock action. In the 2021 WHO global health and climate change survey of national ministries of health, countries report that insufficient evidence is a leading barrier to implementing national health and climate change plans. Achieving the WHO’s climate change and health goals will require new types of evidence and new ways of generating research. The WHO is therefore developing a global Research Agenda for Action on Climate and Health (REACH). The principal objectives of REACH are to: 1. Establish a shared agenda of forward-looking research priorities that can catalyze actionable research and support the translation of evidence into policy and practice. 2. Foster stronger alignment between the research community and those who use research evidence for decision making – communities, program implementers, policymakers and others. 3. Expand the scale and maximize the impact of climate change and health research funding, guiding funding partners to support research aligned with community and decisionmaker needs. 4. Advance inclusive, equitable research that centers and meets the priorities of the most at risk of climate change. REACH will update WHO’s 2009 Global Research Priorities for Protections Health from Climate Change and builds on WHO’s 2021 climate and health research gaps report. To develop the REACH agenda, WHO will host a series of technical consultative workshops in each WHO region and at the global level. These technical consultations will bring together researchers, practitioners, policymakers, and civil society partners to jointly discuss and prioritize the research themes and questions needed to advance action towards WHO’s focus areas of work in climate change and health. In this way, REACH will catalyze a more demand driven approach to research, by establishing research priorities that are driven by the evidence needs of practitioners, policymakers, local communities, advocates, and other end-users, and informed by anticipated trends in climate change, health systems, technology, and policy. Scope and purpose Page 2 To achieve the REACH objectives, each technical consultation will consist of a two-part online workshop, using facilitated, interactive breakout group dialogues to identify and discuss: priority areas for program and policy action on climate change and health and emerging trends that will affect work at the climate-health intersection; gaps in the current knowledge base that hinder action; key areas of research needed to fill knowledge gaps and advance action; principles for prioritization of research themes; prioritization of research themes; and needs and opportunities for implementing REACH. This year’s meeting will be a special edition, consisting of two distinct parts: Part A: Core Meeting of the HIC working group. This part takes place during the morning and is open to all HIC working group members and stakeholders. It will focus on updates on global and regional climate-health initiatives, on sharing progress on heat-health action plan guidance, on reviewing ongoing work on the health impacts of climate change – with a focus on water, mental health, and sustainable health systems – and on discussing recent health-focused climate research. Part B: Special consultation on the Research Agenda for Action on Climate and Health (REACH). This part takes place in the afternoon and attendance is exclusively for HIC members who represent state/government authorities/institutions. It is being organized in collaboration with WHO headquarters with the aim to consult HIC working group members to collaboratively identify key research areas that address evidence gaps, drive action, and set forward-looking priorities on climate change and health for the WHO European Region in the framework of REACH. Часть В: специальное консультативное совещание по вопросам программы научных исследований в целях борьбы с изменением климата и его влиянием на здоровье (REACH) Эта часть совещания пройдет во второй половине дня, а участие в ней ограничено только членами Рабочей группы HIC, которые представляют государственные/правительственные органы/учреждения. Она организуется совместно со штаб-квартирой ВОЗ для того, чтобы проконсультироваться с членами Рабочей группы HIC и совместно выделить ключевые области научных исследований, которые позволят устранить пробелы в фактических данных, стимулировать практические действия и определить будущие приоритеты для Европейского региона ВОЗ в области изменения климата и его влияния на здоровье людей в рамках программы исследований REACH.
