Dear Mr Teeäär,
I am writing on behalf of Access Partnership an ICT consultancy with our headquarter in London, UK.
Previously you have kindly advised on the use of satellite frequencies in Estonia. This was very helpful. Thank you.
This time we would like to clarify whether coordination or any approval from the Health Board is required for the
use of earth stations in Estonia. In some countries – like Germany – radio transmitters, including earth stations need
to be separately studied and approved for use from the perspective of their effect on the public health and safety.
Based on § 13 of the Electronic Communications Act some coordination with the Health Board is required. However,
coordination may not be required by the Health Board if the conditions for the use of radio frequencies determined
by a frequency authorisation for space communications earth stations and satellite broadcasting earth stations.
Does this mean that the use of earth stations, even if frequency license is not required/exemption applies under
Conditions and technical requirements for the use of radio frequencies for radio equipment exempted from
frequency authorization , is not subject to coordination/approval with the Health Board? I am asking this as
reference to a frequency authorisation is a bit confusing, this could be interpreted that no coordination/approval
with the Health Board is needed if there is a separate authorization for the use of frequencies from the TTJA. But if
there is an exemption, then there is no authorization from the TTJA.
