warning mobile applications in connection with combating the COVID-19 pandemic

Dear Sir/Madam,
Hereby we would like to propose an amendment to the Grant Agreement No LC-01591187
between the European Union and Health and Welfare Information Systems Centre.
The proposed changes concern the implementation timeline for adapting our national contact tracing
app HOIA and its backend to join EFGS. We propose to change the initial
implementation time from 181 days to 241 days (adding additional 60 days).
Estonian initial plan to implement the service was supposed to start in January 2021, after the end of
the procurement for finding a development partner for HOIA. Unfortunately, one of the tenders
challenged the result of the procurement, which in turn resulted in redoing the whole procurement
(please see supporting documentation in procurement.pdf).
HWISC signed a contract with the winner of the second procurement on the 8th of April 2021. Our
development partner started with the EFGS analysis and development immediately. After the
analysis, the most realistic time for completing the actions was offered for mid-June.
Therefore, we would propose amendments to the Grant Agreement below:

The original description of the Action (Annex I of the Grant Agreement) stays the same. The
impact of the requested extension on the tasks of the project would result in completion of the Action.
In addition, the budget distribution will be also prolonged to additional 60 days (since HWISC has not

used up the development and personnel budget).
