Dear National Standardisation Coordinators and FSTD Sectorial Focal Points,
During these times of Covid-19 spread-out, numerous unforeseen situations have developed and need
to be addressed, including implementation of temporary mitigation measures. In the scope of the
continuation of the FSTD qualifications, due to the period of global travel restrictions, the requirement
for the competent authorities to conduct recurrent evaluations of the FSTD can almost no longer be
met. However, in the absence of a recurrent evaluation, the FSTD qualification certificate shall not be
suspended unless there is such a reason, as indicated in ARA.FSTD.135.
Meanwhile, the FSTD recurrent evaluations being part of the oversight to be performed, a risk
assessment process needs to be established in order to ensure the continued performance of the
devices. You will find below an example of what is expected from the competent authority to mitigate
the risk of an FSTD to perform below the acceptable standards:
- Notification/information to the organisation: reminder that the organisation is responsible of
maintaining the performance, functions and other characteristics specified for the FSTD’s
qualification level and to control the installation of the FSTD.
- Request and analyse the dossier normally expected to support the discussion during the
preliminary briefing.
- Request any additional documents and/or information to support a remote assessment of the
performance of the devices, including the compliance monitoring area.
- Assessment by the authority experts, based on the results of past evaluations, of the
information provided and issuance of a report containing the recommended actions to take, if
any.

Based on the outcome of the assessment and the associated risk, the authority may choose, for the
devices that were not evaluated during this period, to perform a special evaluation whenever the
situation returns to normal.
Whenever, in the scope of the previous mentioned travel restrictions period, you are not able to
perform recurrent evaluations, please notify the Agency that you cannot comply with the requirements
of ARA.FSTD.120 (b). This notification shall also include an estimated date when you expect to resume
the normal operations for FSTD oversight. The Agency will not raise any finding during the notified
period, but will monitor the situation when the activity will be back to normal.
