GUIDANCE TO STATES ON THE VALIDATION AND
SUBMISSION OF VERIFICATION BODY INFORMATION TO ICAO
How can a State validate information contained in the list of verification bodies accredited in the
State?
As set out in Appendix 1 of Annex 16, Volume IV, States are required on an annual basis (by
30 November) to submit updates to ICAO on the list of verification bodies accredited in the State, in
accordance with Annex 16, Volume IV, Part II, Chapter 1, 1.3.7. The State may also submit updates to
this list to ICAO on a more frequent basis.
What is an update?
Updating the State list of verification bodies in the CORSIA Central Registry (CCR) can include adding
newly accredited verification bodies, and changing the status of verification bodies already in the list. For
example, a verification body could choose to voluntarily withdraw from the CORSIA accreditation, or it
could have its accreditation withdrawn by the national accreditation body (NAB). In this case, the State
would mark the status of the verification body in the CCR as “inactive”. Indicative information about
verification bodies that are in the process of accreditation should not be included in the State list of
verification bodies in the CCR.
Only verification bodies that have an “active” status in a State list in the CCR will be included in the
submission to ICAO.
Identifying updates to the list of verification bodies accredited in the State
Different States will have a different level of interaction with their national accreditation body(ies). States
that are working closely with their NABs may have the option to ask them to provide regular updates on
the status of the accreditation of their verification bodies. For States without this option, it is
recommended that compilation of the list begins at least two months in advance of the ICAO submission
deadline. As a first step in compiling the list of verification bodies accredited within the State, the State
should search the website of those NAB(s) that offer a CORSIA verification body accreditation
programme for an online list of verification bodies that have been accredited. NABs in many States
publish such lists either online or in hard copy, and include information about the scope of the
accreditation, accreditation status, and contact details for the accredited verification body. Using the
published list, the State should determine if there have been any new accreditations since the last ICAO
list update, and if the status of any verification bodies already in the State list has changed (if applicable).
If such a published list of accredited verification bodies is not readily available, the State should reach out
directly to the NAB(s) for information about any new accreditations since the last update, and if the status
of any verification bodies already in the State list has changed.
Validating updated information
If there are any updates, the State should seek supporting information about each affected verification
body from the NAB. Types of information that should be sought, including directly from the NAB where
the information is not publicly available, are set out in Table 1 below. Once compiled, the State should
conduct a review of the information for accuracy. Recommended items that should be checked by the
State are also included in Table 1.

After the State and the NAB confirm the status of each verification body in question, the State should
encourage the NAB to update any of its own public lists of CORSIA verification bodies (e.g. website).
Even where all required information is available publically, it is recommended that the State confirm the

accreditation, or are not accredited to CORSIA requirements, as specified in Annex 16, Volume IV. In
addition, those verification bodies that have lost their accreditation should be marked as “inactive”.

FOR INTERNATIONAL AVIATION (CORSIA) — GUIDANCE TO STATES
1. In June 2018, the Council of the International Civil Aviation Organization (ICAO) adopted
the First Edition of Annex 16 – Environmental Protection, Volume IV – Carbon Offsetting and Reduction
Scheme for International Aviation (CORSIA). Annex 16, Volume IV, containing the Standards and
Recommended Practices for the implementation of CORSIA, which became applicable on 1 January 2019.
2. As per paragraph 1.3.7 of Annex 16, Volume IV, Part II, Chapter 1, States “shall submit to
ICAO a list of verification bodies accredited in the State according to the requirements as described in
Appendix 5 Table A5-3 (Field 2), and in accordance with the timeline as defined in Appendix 1. The State
may submit updates to this list to ICAO on a more frequent basis”.
3. ICAO developed guidance to support States in the validation of a list of verification bodies
accredited in the State for CORSIA purposes, before submission of such a list to ICAO. This guidance is
appended to this Electronic Bulletin, and is also posted on the Frequently Asked Questions (FAQs) section

2. В соответствии с п. 1.3.7 главы 1 части II тома IV Приложения 16 государства
представляют "ИКАО перечень органов по верификации, аккредитованных в этом государстве,
согласно требованиям, указанным в таблице A5-3 (поле 2) добавления 5, и в соответствии со
сроками, указанными в добавлении 1. Государство может представлять обновленные перечни в
ИКАО на более частой основе".
3. ИКАО разработала инструктивный материал, который поможет государствам в
процессе валидации перечней аккредитованных в них органов по верификации для целей системы
CORSIA до представления таких перечней в ИКАО. Этот инструктивный материал прилагается к
настоящему электронному бюллетеню, а также размещен в разделе "Часто задаваемые вопросы"

SUBMISSION OF VERIFICATION BODY INFORMATION TO ICAO
How can a State validate information contained in the list of verification bodies accredited in the
State?
As set out in Appendix 1 of Annex 16, Volume IV, States are required on an annual basis (by 30 November)
to submit updates to ICAO on the list of verification bodies accredited in the State, in accordance with
Annex 16, Volume IV, Part II, Chapter 1, 1.3.7. The State may also submit updates to this list to ICAO on
a more frequent basis.
What is an update?
Updating the State list of verification bodies in the CORSIA Central Registry (CCR) can include adding
newly accredited verification bodies, and changing the status of verification bodies already in the list. For
example, a verification body could choose to voluntarily withdraw from the CORSIA accreditation, or it
could have its accreditation withdrawn by the national accreditation body (NAB). In this case, the State
would mark the status of the verification body in the CCR as “inactive”. Indicative information about
verification bodies that are in the process of accreditation should not be included in the State list of
verification bodies in the CCR.
Only verification bodies that have an “active” status in a State list in the CCR will be included in the
submission to ICAO.
Identifying updates to the list of verification bodies accredited in the State
Different States will have a different level of interaction with their national accreditation body(ies). States
that are working closely with their NABs may have the option to ask them to provide regular updates on
the status of the accreditation of their verification bodies. For States without this option, it is recommended
that compilation of the list begins at least two months in advance of the ICAO submission deadline. As a
first step in compiling the list of verification bodies accredited within the State, the State should search the
website of those NAB(s) that offer a CORSIA verification body accreditation programme for an online list
of verification bodies that have been accredited. NABs in many States publish such lists either online or in
hard copy, and include information about the scope of the accreditation, accreditation status, and contact
details for the accredited verification body. Using the published list, the State should determine if there
have been any new accreditations since the last ICAO list update, and if the status of any verification bodies
already in the State list has changed (if applicable). If such a published list of accredited verification bodies
is not readily available, the State should reach out directly to the NAB(s) for information about any new
accreditations since the last update, and if the status of any verification bodies already in the State list has
changed.
Validating updated information
If there are any updates, the State should seek supporting information about each affected verification body
from the NAB. Types of information that should be sought, including directly from the NAB where the
information is not publicly available, are set out in Table 1 below. Once compiled, the State should conduct

a review of the information for accuracy. Recommended items that should be checked by the State are also
included in Table 1.
After the State and the NAB confirm the status of each verification body in question, the State should
encourage the NAB to update any of its own public lists of CORSIA verification bodies (e.g. website).
Even where all required information is available publically, it is recommended that the State confirm the
information with the NAB before submitting to ICAO.
