As you may recall from our discussion at the last EHTF meeting in
Utrecht, the Executive Officers Meeting on Governance and Capacities for
Environment and Health will be held in Bonn, 2–4 December 2024.
The meeting will offer senior executive officers from national ministries
of health and ministries of the environment the opportunity to discuss
with their peers integrated governance approaches to implementing the
commitments of the Budapest Declaration, adopted at the Seventh
Ministerial Conference on Environment and Health in Hungary on 5–7 July
2023. For more information please see the attached flyer.
1. Requests for nominations were sent to ministers between 3 and 8
October. If you would like a copy of the email that was sent, please
contact
[email protected] and we will be happy to forward it to you.
We sincerely thank those countries which have already submitted
nominations. For those where nominations are still pending, we would be
grateful if you could remind the ministries about the deadline.
2. Following our emails of 14 August and 30 September, we would like to
remind you that the deadline for case study submission has been extended
to 31 October, as several Member States have requested more time.
Attached are the submission questions in English and Russian so you can
identify in advance what information will be needed.
Further information on the desired content and coverage of the case
studies and links for submissions can be taken from the e-mails below.

1. Call for case studies for the Executive Officers Meeting on
Governance and Capacity in EH (2-4 December 2024)
As discussed at the meeting in Utrecht, the WHO European Centre for
Environment and Health will hold a meeting of national executive officers
from ministries of health and of environment. The meeting will focus on
governance approaches and enablers (listed below) to effectively implement
the Budapest commitments and improve strategic and collaborative elements
of the national portfolios for action on environment and health.
The meeting will take place in Bonn, Germany, 2–4 December 2024, with
funding generously provided by the German Federal Ministry for the
Environment, Nature Conservation, Nuclear Safety and Consumer Protection.
The target audience will be Heads of Public Health, Heads of
Divisions/Deputy Director Generals, and executive staff from ministries of
environment and of health, or related national institutions.
Letters will be sent to ministers in the coming weeks, but it would be
appreciated if you could pass on this information internally beforehand.
A background document is currently being prepared to present some of the
governance enablers and approaches and showcase how they could be
effectively utilized. The governance enablers and approaches include:
Governance and leadership, including:
* national institutional leadership and governance,
* inter-sectoral collaboration to integrate environment and
health in different sectors and policies (EH in all policies), and
* streamlining implementation of EH policies and actions across
governmental levels (national to local).
Human and Financial Resources
* Workforce competencies needed to address contemporary and
emerging Environment and Health challenges, and the necessary curriculum
content for preparing and training the current and future workforce
* Finance and economic aspects (e.g., economic incentives,
efficient use of national budget, Public Private Partnerships (PPPs),
mobilizing resources from trust funds and financial institutions)
Knowledge transfer and communication
* Knowledge translation: translating Environment and Health
research and evidence into national policies and action plans
* Strategic communication and outreach on EH to effectively
advocate for environment and health and engage actors and stakeholders in
national EH governance.
We would like to present at the December meeting selected national case
studies, experiences, and good practice elements on how to implement the
Budapest commitments through governance, collaboration and communication
approaches.
We therefore seek your support in identifying case studies which could
support and inspire other countries: country-specific examples on
governance structures, action programmes or projects that relate to the
above-listed components. These examples would be used in the technical
preparation of the event and could potentially be presented at the meeting
as national case studies.

В соответствии с договоренностью на совещании в Утрехте, Европейский
центр ВОЗ по окружающей среде и охране здоровья проведет совещание
руководящих должностных лиц из министерств здравоохранения и охраны
окружающей среды стран Региона. Совещание будет посвящено рассмотрению
подходов на уровне стратегического руководства и системных предпосылок
(перечислены ниже), необходимых для полноценной реализации Будапештских
обязательств и улучшения элементов стратегии и сотрудничества, входящих в
национальные комплексы мероприятий в области окружающей среды и здоровья.
Совещание будет проходить в Бонне, Германия, 2-4 декабря 2024 г. при
финансовой поддержке, щедро предоставляемой Федеральным министерством
окружающей среды, охраны природы, ядерной безопасности и защиты
потребителей Германии. Целевую аудиторию будут составлять руководители
общественного здравоохранения, руководители/заместители генеральных
директоров управлений и ответственные работники министерств окружающей
среды и здравоохранения или родственных им центральных учреждений.
В ближайшие недели соответствующие письма будут направлены министрам, но
мы были бы весьма признательны, если бы Вы смогли заранее передать эту
информацию внутри своих организаций.
В настоящее время готовится справочный документ, в котором будут
представлены некоторые необходимые предпосылки и подходы на уровне
стратегического руководства и будет показано, как их можно было бы
использовать с максимальным эффектом. Необходимые системные предпосылки и
подходы на уровне стратегического руководства включают:
Стратегическое руководство и лидерство, в том числе:
* институциональное лидерство и стратегическое руководство на
центральном уровне;
* межсекторальное сотрудничество, направленное на интегрирование задач
по охране окружающей среды и здоровья населения в различные сектора и
стратегии (интересы окружающей среды и здоровья во всех стратегиях) и
* рационализация деятельности по осуществлению стратегий и практических
мер в области окружающей среды и здоровья на всех уровнях государственного
управления (от центрального до местного).
Кадровые и финансовые ресурсы
* Умения и навыки кадров, необходимые для решения нынешних и
возникающих новых проблем окружающей среды и здоровья, и необходимое
содержание учебных планов подготовки и профессионального обучения
сегодняшних и будущих кадров.
* Финансовые и экономические аспекты (например, экономические
стимулы, рациональное использование национального бюджета,
государственно-частные партнерства (ГЧП), мобилизация ресурсов из
трастовых фондов и финансовых учреждений).
Передача знаний и коммуникация
* Практическое применение знаний: внедрение результатов научных
исследований и фактических данных в области окружающей среды и здоровья в
государственные стратегии и планы действий.
* Стратегическая коммуникация и взаимодействие напрямую с
заинтересованными сторонами для ведения эффективной
информационно-пропагандистской работы в области окружающей среды и
здоровья и вовлечения действующих субъектов и заинтересованных сторон в
стратегическое руководство в области окружающей среди и здоровья на уровне
страны.
Мы хотели бы представить на декабрьском совещании подборку примеров из
практики стран, приобретенный странами опыт и элементы надлежащей
практики, показывающие, как нужно вести работу по выполнению Будапештских
обязательств с использованием различных подходов к стратегическому
руководству, сотрудничеству и коммуникации.
В связи с этим мы обращаемся к Вам с просьбой о помощи в выявлении
примеров из практики, которые могли бы служить поддержкой и источником
вдохновения для других стран: специфических для страны примеров структур

Executive Officers Meeting on EH Governance
and Capacities - Case study collection
Dear colleagues,
The WHO European Centre for Environment and Health is seeking case studies on national practices and
experiences regarding governance and capacities in environment and health (EH). They should be submitted
using this template.
The case studies will be used to compile an overview of national (and subnational) actions to implement and
support the commitments made at the 7th Ministerial Conference on Environment and Health in Budapest in
July 2023. WHO will use some of the submitted case studies to inform a background document for the Executive
Officer Meeting on EH Governance and Capacities, to take place in Bonn, Germany, 2–4 December 2024.
Case studies can represent good experiences, examples and lessons learned in relation to
1) EH governance and leadership schemes and collaboration across sectors and governance levels,
2) financial and human resources for EH, and
3) knowledge transfer and communication on EH.
Selected examples may also be considered for presentation at the meeting, to inspire action in other Member
States.

AND CAPACITIES FOR ENVIRONMENT AND HEALTH

The WHO European Centre for Environment and
Health is happy to announce a meeting of national
executive officers from ministries of environment and
ministries of health to hold peer-to-peer exchanges on
accelerating national action for environment and health
by strengthening governance, capacities and resources.
In line with the commitments made at the Seventh
Ministerial Conference on Environment and Health,
the meeting aims to foster multidisciplinary knowledge
exchange and multisectoral alliances.
Join us in Bonn in an inspiring venue, rich with
political history, to
• exchange experiences with executive officers from
other countries,
• discuss governance approaches to accelerate and
effectively implement your national environment
and health agenda,
• acquire arguments and narratives to be used
in political debate on environment and health
governance, and
• socialize and network with peers informally during
event breaks, networking sessions and at the
charming Christmas markets in the city of Bonn.
This event is made possible due to the financial support of the German Federal Ministry for the Environment, Nature Conservation,
Nuclear Safety and Consumer Protection.
SPEAKERS AND PRESENTERS
Participants will actively lead and contribute to
discussions in panels and in thematic laboratories
(climate change, air quality, urban settings, and
greening health care systems) sharing their experience
and case studies. Discussions will be introduced
by short input statements by senior experts, who
will remain available as a resource to support the
discussions.
NATIONAL CONTRIBUTIONS AND CASE
STUDIES ON EH GOVERNANCE
A background document will present governance
enablers and approaches, showcasing how they

facilitate and review national case studies, experiences
