Subject: 18th meeting of the Committee for the Protection of Cultural Property
in the Event of Armed Conflict
Sir/Madam,
I have the honour of inviting one or more representatives of your government to take
part at the 18th meeting of the Committee for the Protection of Cultural Property in the
Event of Armed Conflict, scheduled for 14 and 15 December 2023, in Room XI at
UNESCO Headquarters (Paris, Fontenoy building).
In accordance with Rule 8.1 of the Rules of Procedure of the Committee, States Parties
to the Second Protocol which are not members of the Committee, States non-parties to
the Second Protocol which are parties to the 1954 Hague Convention, and other States
which are members of UNESCO or the United Nations may attend the sessions of the
Committee as observers.
The provisional agenda is enclosed for your information. The working documents of the
meeting will be available on our website at the following address:

In this context, please be advised that, in accordance with Rule 12 of the Rules of
Procedure of the Committee, members of the Committee, as well as other States Parties
to the 1999 Second Protocol, may propose items to the provisional agenda. These
proposals shall be submitted to the Secretariat, in writing, eight weeks before the

meeting, i.e., by 19 October 2023, with an explanatory note on the issue and the
purpose of the proposal.
Simultaneous interpretation of the debates will be provided in English and French in
conformity with Decision 17.COM 4 of the Committee adopted in 2022. The Secretariat
will be exploring the possibility of providing interpretation in Arabic, Chinese, Russian
and Spanish subject to extrabudgetary contributions.
