Abstract:
MERCOSUR-EU digital transformation: Political and legal aspects focus on the digital economic relations between the EU and
MERCOSUR, a game-changer for the area. It is an opportunity to boost economic growth and digitalization, alleviate poverty, improve
economic transactions between the European Union and MERCOSUR and provide better opportunities. The digital transformation
needs to be complemented by additional legal and political digital initiatives, allowing greater interconnection of MERCOSUR
countries with one another and with the European Union. It will enhance both legal and social access for all, particularly in
marginalised areas neglected by traditional institutions. The project aims to:
1- Promoting digital transformation in MERCOSUR will maximise EU impact in sectors such as health, energy, transport,
agriculture, education and facilitating access to basic social services, consistent with EU broader good governance and development
policies and programmes. Closing the digital gap and reducing inequalities must be secure by legal and political digital aspects.
2- Developing digital literacy and skills, particularly in the field of Law and politics, in order to equip young people, especially
young women and girls, with the skills necessary to take advantage of the growth and prosperity promised by the digital economy,
whilst protecting against online risks and harms, and promoting inclusion, notably for women.
3- Expanding new solutions offered by digital transformation across other sectors, with a political/legal digital support.
4- Allowing national stakeholders to manage digital risks in coordination with the European Union.
5- Creating legislative and regulatory frameworks, notably regarding data protection.
6- Building stability and trust for investors in the digital sector in MERCOSUR, fostering the transformation in such a strategic
area sharing the expertise, Know-how, implementation, communication and dissemination tactics.
Evaluation Summary Report
101177856/MEDITA-14/05/2024-10:27:40 1/4
Associated with document Ref. Ares(2024)3462701 - 14/05/2024
Evaluation Result
Total score: 73.40 % (Threshold: 70 /100.00)
Criterion 1 - Excellence
Score: 3.40 (Threshold: 0 / 5.00 , Weight: 50.00% )
The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme:
• Quality and pertinence of the project’s research and innovation objectives (and the extent to which they are ambitious, and go beyond the state of
the art).
• Soundness of the proposed methodology (including interdisciplinary approaches, consideration of the gender dimension and other diversity
aspects if relevant for the research project, and the quality and appropriateness of open science practices).
• Quality of the proposed interaction between the participating organisations in light of the research and innovation objectives.
During the consensus stage of the evaluation of this resubmission, evaluators were given access to the previous evaluation summary report.
STRENGTHS
- The innovative objectives are well presented in the proposal. It is clear how they will be measured and verified.
- The proposal’s innovative aspects are pertinent to the project’s socio-political and policy objectives.
- The overall methodology is adequately described. Major methodological challenges are identified and mostly appropriate solutions are specified in the proposal.
- The gender dimension and diversity aspects are taken into account throughout the lifespan of the project, and a series of appropriate measures are taken to ensure
diversity is identified in the proposal.
- The contribution of each participating organization to the activities planned is well described in the proposal.
- The main networking and training events contributing to the research and innovation activities are listed and justified in a comprehensive manner.
WEAKNESSES
- Key aspects of the scientific dimension and their relation to the scientific state-of-the-art are not discussed in a satisfactory manner. The proposal does not
sufficiently elaborate on which aspects of digitalization it will focus on.
-While the project proposes an approach that integrates expertise and knowledge from different regions and fields of study, the proposal does not provide a
comprehensive explanation of how the declared interdisciplinary approaches will be concretely integrated to achieve the project's objectives.
- The proposal fails to explicitly address how the data management plan will align with the FAIR principles.
- The open science practices beyond open-access publications are not sufficiently described and integrated in the proposal.
Criterion 2 - Impact
Score: 3.90 (Threshold: 0 / 5.00 , Weight: 30.00% )
The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme:
• Developing new and lasting research collaborations, achieving transfer of knowledge between participating organisations and contribution to
improving research and innovation potential at the European and global level.
• Credibility of the measures to enhance the career perspectives of staff members and contribution to their skills development.
• Suitability and quality of the measures to maximise expected outcomes and impacts, as set out in the dissemination and exploitation plan,
including communication activities.
• The magnitude and importance of the project’s contribution to the expected scientific, societal and economic impacts.
STRENGTHS
- There is reasonable evidence to assert that the composition of the network and the planned activities will result in the development and sustainability of lasting
research collaborations.
- The proposal elaborates very well on how the project will generate several types of knowledge transfers benefiting all participating organizations.
- Different aspects of contribution and how the project will improve the research and innovation potential within Europe and/or worldwide are presented in
sufficient detail in the proposal.
- The way the project will contribute to realizing the potential of individuals is very well-described in the proposal, suggesting a thoughtful approach towards skills
improvement for both early-stage and established researchers, enhancing their knowledge and career perspectives.
- The draft plan for dissemination and exploitation, including communication, is well elaborated, and the proposed measures to maximize expected outcomes
represent a solid basis for the suitable development of these measures, particularly with regard to the involvement of different audiences.
- The proposal compellingly elaborates the potential to make a difference in terms of societal impact beyond its scope and duration.
WEAKNESSES
- The proposal does not conclusively demonstrate the project's potential to produce a scientific impact vis-à-vis the existing state of the art in the relevant disciplines
that it aims to interlink.
- The strategy for managing intellectual property is not adequately elaborated in the proposal.
- The proposal does not discuss the economic/technological impacts with sufficient clarity and detail.
Criterion 3 - Quality and efficiency of the implementation
Score: 4.00 (Threshold: 0 / 5.00 , Weight: 20.00% )
101177856/MEDITA-14/05/2024-10:27:40 2/4
Associated with document Ref. Ares(2024)3462701 - 14/05/2024
The following aspects will be taken into account, to the extent that the proposed work corresponds to the description in the work programme:
• Quality and effectiveness of the work plan, assessment of risks and appropriateness of the effort assigned to work packages.
• Quality, capacity and role of each participant, including hosting arrangements and extent to which the consortium as a whole brings together the
necessary expertise.
STRENGTHS
- The work plan and activities are consistently presented. Deliverables for every year are clearly presented in the proposal.
- The rationale and duration of the secondments are overall justified.
- The proposal includes profiles of researchers with strong qualifications for implementing the activities foreseen for the secondments.
- Risks and related contingency measures are well presented.
- There is reasonable evidence to assert that the participating organizations have suitable infrastructure and administrative capacity.
- The compatibility and complementarity of the consortium's partners are adequately demonstrated.
WEAKNESSES
- The proposal does not present sufficient evidence to assert that all participating organizations have substantial expertise and a track record in open science
achievements.
- The proposed concentration into just four work packages does not comprehensively address the numerous and diverse planned tasks, so the overall effectiveness
of the work plan is in doubt.
