Dear Madam, Sir,
In accordance with No. 11.50 of the Radio Regulations (RR), the Radiocommunication Bureau (BR) shall
periodically review the Master International Frequency Register (MIFR) with the aim of maintaining or
improving its accuracy, with particular emphasis on the review of the findings so as to adjust them to the
changing allocation situation after each conference.
WRC-15 decided to modify the frequency and channeling arrangements in the high-frequency (HF) bands
for the maritime mobile service, contained in Appendix 17 to the RR. The Conference specified that the
modified provisions of this Appendix shall enter into force on 1 January 2017. The main changes to Appendix
17 are summarized in Annex 1 to this letter for your convenience.
Pursuant to the above WRC-15 decisions, a review of findings of the corresponding assignments in the MIFR
has been performed. BR has found that 224 assignments in the frequency bands between 4 000 kHz and
27 500 kHz for the maritime mobile service of your Administration are recorded in the MIFR. These
assignments are listed in the following Annexes:
Annex 2 – List of frequency assignments that are recorded in MIFR with favourable findings and for which
the favourable findings should be kept. These assignments are in conformity with the current revised
channeling arrangement of Appendix 17. They will be kept in the MIFR, unless you explicitly request to
suppress specific assignments.
Annex 3 – Frequency assignment recorded in MIFR with favourable finding, that must be changed to
unfavourable finding. This assignment was in conformity with the previous channeling arrangement, but
currently it does not conform to the revised channeling arrangement of Appendix 17. In accordance with
item 6 of the Rule of Procedure on No. 11.50, it should be suppressed from the MIFR, unless you explicitly
request to keep it with new unfavourable finding.

Your Administration is invited to review these assignments and inform BR on the course of action to be
taken. You are kindly invited to suppress from the MIFR those assignments, which are no longer in use, by
indicating “Suppress” in the column “Administration’s decision”, irrespective of action proposed by BR.
For the assignments in operation, please indicate your preference by putting “Keep” in the column
“Administration’s decision”. The assignments marked with “Keep” will be retained in the MIFR with the
finding proposed by BR. The assignments marked with “Suppress” will be deleted from the MIFR.
BR would appreciate receiving a reply from your Administration within 45 days from the date of this
correspondence and remains at your disposal for any clarification you may require on this issue.
In the absence of your reply, the findings of the recorded assignments and actions concerning the
assignments will be changed as proposed by BR in the Annexes.

The main changes to Appendix 17 adopted at WRC-15
The most significant changes to Appendix 17 made at WRC-15 are summarized below:
1. The frequency bands 4 152-4 172 kHz, 6 233-6 261 kHz, 8 300-8 340 kHz, 12 368-12 420 kHz,
16 549-16 617 kHz, 18 846-18 870 kHz, 22 180-22 240 kHz and 25 121-25 161.25 kHz were used by wide-
band telegraphy, facsimile and special transmission systems. This utilization was changed to data
transmission with the possibility to use wide-band digitally modulated emissions combining multiple 3 kHz
contiguous channels.
2. The frequency bands 4 181.75-4 186.75 kHz, 6 275.75-6 280.75 kHz, 8 365.75-8 370.75 kHz,
12 549.75-12 554.75 kHz, 16 733.75-16 738.75 kHz, 22 279.25-22 284.25 kHz and 25 171.25-25 172.75 kHz
were used by Morse telegraphy (calling) systems. This utilization was changed to data transmission.
3. The frequency bands 4 186.75-4 202.25 kHz, 6 284.75-6 300.25 kHz, 8 341.75-8 365.75 kHz,
8 370.75-8 376.25 kHz, 12 421.75-12 476.75 kHz, 16 618.75-16 683.25kHz, 22 241.75-22 279.25 kHz and
25 161.25-25 171.25 kHz were used by Morse telegraphy (working) systems. This utilization was changed to
data transmission and, in some parts, to NBDP telegraphy systems.
4. The frequency bands 4 065-4 146 kHz, 4 351-4 438 kHz, 6 200-6 224 kHz, 6 501-6 525 kHz,
8 195-8 294 kHz, 8 707-8 815 kHz, 12 230-12 353 kHz, 13 077-13 200 kHz, 16 360-16 528 kHz,
17 242-17 410 kHz, 18 780-18 825 kHz, 19 755-19 800 kHz, 22 000-22 159 kHz, 22 696-22 855 kHz,
25 070-25 100 kHz and 26 145-26 175 kHz, designated for ship stations duplex radiotelephony only, may be
additionally used for digitally modulated emissions under the specific conditions on a non-protection and
non-interference basis.
5. The frequency bands 4 146-4 152 kHz, 6 224-6 233 kHz, 8 294-8 300 kHz, 12 353-12 368 kHz,
16 528-16 549 kHz, 18 825-18 846 kHz, 22 159-22 180 kHz and 25 100-25 121 kHz, designated for ship and
coast stations simplex radiotelephony, may be additionally used, under certain conditions, for simplex
digitally modulated emissions on a non-protection and non-interference basis as well as for wide-band
digitally modulated emissions.
In addition, please note that in some frequency bands the utilization of Morse, NBDP or wide-band
telegraphy transmission systems has been abolished. Please be also advised that in accordance with the
notes to the Table of Part A, some previous allowed types of transmissions may continue to be used on a
non-protection and non-interference basis.
