Application of the provisions of Article 9 of the Radio Regulations

Dear Madam/Sir,
The Estonian Administration has objections to the frequency assignments proposed by Russian
Federation in the mobile service in the frequency band 4800-4990 MHz as published in the above-
referenced Special Section.
The proposed assignments create harmful interferences to the stations of Estonian Republic
operating under the assignments recorded in MIFR, BR Id. Nos. 119111305–119111312,
119111315–119111322, 119111325–119111332, 120000117–120000136, 120000222–120000231
and the usage in accordance of the Article 48 of the ITU Constitution.
The satisfactory resolution of the matter could be the protection limit of -155 dB(W/(m2 · 1 MHz))
for the protection of Estonian stations, operating under the assignments listed above.
