Usually frequencies for short range devices are used for smart metering.
Information about regulation and annex for non-specific SRD are only available in Estonian:

However, for frequencies mostly used for smart metering we follow decisions 2006/771/EC, 2013/752/EU and
recommendation CEPT/ERC/REC 70-03. If this also goes for frequency of interest can be verified in annex from table
next to “Viited dokumentidele” (referred documents). Also https://efis.cept.org/ can be used to obtain information
in English.
Yes, there have been smart metering projects in Estonia, biggest of these used PLC (Power Line Communication),
smaller ones that I have heard about use frequencies around 868 MHz

I am an analyst based in the UK, currently working on a consulting project that is attempting to create a list of
national regulations for wireless communications in smart metering applications.
One of our main focuses is on LoRaWAN – an LPWAN technology that uses the sub-GHz ISM bands.
I wanted to clarify what the national regulations are, and ask if there is a link to an online copy or list of these rules
that I could include in our database. I am looking to create a table that lists the different rules and regulations that
apply to using the ISM frequencies in different European countries, and would greatly appreciate your help.

Separately, I just want to ask if you are already familiar with LoRaWAN, or know of any smart meter projects in the
country that use LoRaWAN or an alternative LPWAN technology?
