Dear Sir, Madam,
The Ministry of Economic Affairs and Climate Policy in the Netherlands commissioned the consultancy
firm Stratix to make an overview of the different policy approaches of European countries, including
possible compensation schemes, towards the loss of available radio spectrum for by the PMSE sector,
particularly in the 700MHz band. We hereby kindly request that you aid them in finding the relevant data
for your country.
The research project looks into:
1. What the current policies of countries towards spectrum use by the PMSE sector are and how
they have changed,
2. If the current availability of spectrum is deemed sufficient
3. if new spectrum has been assigned and
4. whether any monetary or non-monetary compensation or support has been awarded to the
sector.
5. The applicable national law on the entitlement to compensation and
6. whether the use of PMSE-equipment requires any form of registration, insofar relevant to the
decision of the state to award any form of compensation to the PMSE-sector.
The Ministry would like to see whether there are any lessons to be learned from existing and emerging
legislation and practices in other countries, as input for Dutch policy development.
We would be grateful if you could respond to Stratix with any relevant policy documents that explain

the motivations were behind the policies your country chose. The interview is anonymous, so that the
answers given and insights learned aren’t attributable to an individual country or civil servant, unless you
authorize it to reference you or your country, or when there is a clear text in a formal document that can
be referenced. It would be appreciated if you could send them the names of the officials who can be
