Teema: RE: request of information about the implementation of the obligatory disability awareness training [Article 16 of Regulation (EU) 181/2011] in your Member States
Dear Bus and Coach Team,
I visited the 181 wiki platform to add Estonian response as a comment, but unfortunately it seems that for some reason I don’t have necessary rights to add comments to the following Wiki post: question about the obligatory disability awareness training for bus drivers stipulated in Article 16 of Regulation (EU) No 181/2011 <https://webgate.ec.europa.eu/fpfis/wikis/pages/viewpage.action?pageId=548510340> .
The page seems to not have the change/modify button (the pencil icon) as I can see on blog posts in APR Wiki.
See screenshot from APR wiki vs BCPR wiki .
Thus I forward our answers to you by email.
How the obligatory disability awareness training for bus drivers was implemented in your Member State (whether it is part of the initial training or a continuous professional development training)?
It is part of bus and coach drivers initial occupational training.
How a bus driver can prove that (s)he completed the training?
Estonian Road Administration will issue drivers certificate of competence.
Whether in your Member State this disability awareness training is counted as part of the training required by Directive 2003/59/EC on the initial qualification and periodic training of drivers of certain road vehicles for the carriage of goods or passenger?
It is part of a training required by Directive 2003/59/EC.

Subject: request of information about the implementation of the obligatory disability awareness training [Article 16 of Regulation (EU) 181/2011] in your Member States
Dear Colleagues,
We received a question about the obligatory disability awareness training for bus drivers stipulated in Article 16 of Regulation (EU) No 181/2011 from the Brussels office of the International Road Transport Union (IRU).
In essence IRU mentioned that lacking a harmonized certificate proving completion of this training, law enforcement authorities could have difficulties to check compliance with this requirement in case of foreign drivers operating cross-border services in the territory of their Member State. IRU requested us information about the implementation of this training and the way national authorities certify the completion of this training:
We would like to ask you:
- how the obligatory disability awareness training for bus drivers was implemented in your Member State (whether it is part of the initial training or a continuous professional development training);
-how a bus driver can prove that (s)he completed the training; and
-whether in your Member State this disability awareness training is counted as part of the training required by Directive 2003/59/EC on the initial qualification and periodic training of drivers of certain road vehicles for the carriage of goods or passenger.
If your authority is not in charge of the enforcement of Article 16 of Regulation (EU) 181/2011, please consult the authority in charge of the enforcement of this provision.
We invite you to send your replies by 15 September using the Commission’s Wiki platform for NEB experts in charge of the enforcement of Regulation (EU) No 181/2011.
For those of you who have not yet joined this platform, you need to create an EU login account first, using the following link: https://webgate.ec.europa.eu/cas
Please note that all users have to use two-factor authentication (2FA). You can find the list of verification methods on page 4 of the EU Login user guide (see attached). Once you created an EU login account, please contact us and we will add you to the Wiki.
Thanks in advance for your cooperation.
Sincerely,
The Bus and Coach Team
