Dear IHO Contact,
As listed contact of your office in IHO matters, I am pleased to invite you to complete the
NIPWG survey on the impacts that the introduction of two new S-100 based product
specifications would have.
According to the current IHO Resolutions each new standard (S-100 product specifications
have been considered as being standards in that regard) should be subjected such a survey
before becoming an active standard.
We are assessing all known IHO contacts to explore how the implementation of products
based on our product specification will be conducted and what the intended timeframes of
the various production chain parts are. Your feedback is valuable to improving the
development process and to provide our customers with the best possible service.
Your participation in this survey is completely voluntary and you may opt out of any question
in the survey if you so wish. All of your responses will remain confidential. They will only be
used for statistical purposes and will be reported only in aggregated form.
This survey will run from Friday, 1 December 2017 until Wednesday, 31 January 2018.
Based on our past experience the survey will take 5 – 10 minutes to complete.

Release of two new S-100 based product specifications
IHO is planning to set two new S-100 based product specifications into operational status.
This paper discusses the rationale and provides an overview of the benefits the new product
specifications offer.
Effectuating the IMO carriage requirement for ECDIS Systems, ships are equipped with
ECDIS systems using electronic charts based on IHO S-57 Standard. The display of these
charts is harmonised according to the S-52 standards and the portrayal rules are hard coded
in the on board systems.
S-52 and S-57 have several limitations which
make the update of these standards extremely difficult;
limit the support of future requirements such as gridded bathymetry;
limit the data use due to the format used; and
limit the capability to use alternative transfer mechanism.
Taking into account these limitations, and considering the rapidly increasing demand to add
more information on ECDIS, and to open the data for other uses, the IHO decided to develop
a new system which could support a wider variety of hydrographic-related digital data
sources, products, and customers.
The system is based on a Universal Hydrographic Data Model (S-100) and various product
specifications which will provide the information itself. Bearing in mind the request of wider
data use, the S-100 is based on ISO standards. The product specifications carry inter alia
information on the data model and portrayal instructions. That supports the plug-and-play
strategy. This means, new information could be loaded in S-100 based ECDIS without
usage of third party support.
The work on the various S-100 based hydrographic product specifications has been split
between several IHO working groups. Each of these working groups can contribute their
expertise within their remit.
Having noted the benefit of S-100, other stakeholders in the maritime community are
developing their own S-100 based product specification. These product specifications can
either supplement those developed by the IHO working groups or they provide the customers
other valuable information.

The Nautical Information Provision Working Group (NIPWG) is one of these IHO working
groups. One focus of work is the development of S-100 based product specifications which
provide nautical information which is normally written in books.
Based on customer requests the working group focussed on the development to complete
the work on S-122 (Marine Protected Area). In addition, and to compliment S-122, the
completion of S-123 (Radio Services) was also focussed on.
The S-122 (Marine Protected Area (MPA)) seeks to provide information on protected areas
whose boundaries include an area of the ocean. MPA include areas of the intertidal or sub-
tidal terrain, together with their overlying water and associated flora, fauna, historical and
cultural features, which have been reserved by law or other effective means to protect part or
all of, the enclosed environment. The MPA product specification is able to provide
information on both static and dynamic areas and the information needed by the mariner to
safely navigate in areas affected.
The S-123 (Radio Services) describes the means to capture availability and reliability of radio
stations, radio position fixing systems, radio beacons, services offering navigational warnings
and weather forecasts in the maritime domain. This may include details on the service
areas, services offered and instructions for contacting or utilising these services.
Products based on these product specifications have no portrayal. It is anticipated that the
mariner will receive alarms or indications if the ship is planning to cross areas containing
information which might have effects on the safe navigation. These alarms and indications
are customised and will be based on ship’s characteristics and ship’s position.
Knowing that currently no S-100 based ECDIS is available, the product specifications’ folders
contain test sample data which can be downloaded and viewed on any GIS viewer.

(Marine Protected Area) and S-123 (Radio Services) implementation.
The survey seeks feedback from all potential parties involved in the production and distribution
chain including software developer and end users.
The attached white paper and the invitation provide background information and specific survey
details. Each survey might require no more than 5-10 minutes time.
