Madam, Sir,
l hâve thé honour to inform you that thé Committee for thé Protection of Cultural Property
in thé Event of Armed Conflict, at its 17th meeting (UNESCO, 2022), examined
proposais for thé improvement of thé procédural and practical aspects of thé mechanism
for international assistance in emergency situations.
In light of ongoing emergencies impacting cultural property, there is an urgent need to
scale up and leverage thé expertise available to UNESCO. In this context, thé
Committee encouraged States Parties to estabtish, in consultation with thé Secrétariat,
thé "Stand-by Personnel Rester", comprised of pre-screened, highly-qualified,
experienced national experts, including military personnel, with various competencies in
thé protection of cultural property, to identify potential Stand-by Partners and to sign thé
"Standard Stand-by Agreement for thé Provision of Stand-by Personnel" for their rapid
mobilization and deployment by UNESCO in thé framework of its technical assistance
to protect cultural property in emergency situations (Décision 17 COM 15). Experts
drawn from Stand-by Personnel rosters can provide reinforcement to UNESCO's
existing capacities to prépare for, or respond to, unforeseen conflicts and disasters, in
close coordination with thé other UN organizations.
Thé Secrétariat of thé 1954 Hague Convention is therefore at your disposai to discuss
this mechanism with your authorities as a means of strengthening delivery capacity and
as a vehicle for théexchangeof expertise in emergency situations. Théstandard Stand-
by Agreement template and thé related HR Manual (19. 4) are enclosed for your
référence.
