The United Nations General Assembly, in its resolution A/RES/71/313 of July 2017, requested
the Inter-Agency and Expert Group on Sustainable Development Goal Indicators to carry out
periodic reviews of all SDG indicators. In this framework, the Group has entrusted UNECE
and UNESCO with being co-custodians of SDG indicator 6.5.2 on transboundary water
cooperation.
More than half of our planet’s surface water and groundwater flows across national borders.
Transboundary water cooperation is therefore crucial for sustainable development. For this
reason, the adoption of SDG Target 6.5, which calls on countries to implement, by 2030,
“integrated water resources management at all levels, including through transboundary
cooperation as appropriate”, was an important milestone. SDG indicator 6.5.2 for this target is
defined as the “proportion of transboundary basin area with an operational arrangement for
water cooperation”.
The first and second reporting exercises on SDG indicator 6.5.2 were carried out in 2017/18
and 2020/21, respectively. The engagement of Member States has grown considerably, with
the response rate increasing from 108 to 129 out of 153 countries sharing transboundary
waters. The national reports have proven extremely valuable in informing policy processes
related to the 2030 Agenda for Sustainable Development, including the preparation of
Voluntary National Reviews. The reporting process has also contributed to strengthening
transboundary water cooperation in many basins. Some countries coordinated their replies at
basin level, and many started or reinforced cooperation based on the monitoring results.
The third reporting exercise is a key opportunity to discuss progress and gaps in
transboundary cooperation at national and basin levels, with a view to achieving Target 6.5 by
2030. It is therefore our honour to invite your country to submit your national report for
the third reporting exercise on SDG indicator 6.5.2 by filling out the updated template
attached, and sending it to UNECE and UNESCO by 30 June 2023. Reports should be
submitted by e-mail, and include a signed version in PDF format and a Word version for
analysis.

Using the information gathered in section II, the information gathered in this section allows for the calculation of Sustainable Development Goal global indicator 6.5.2, which is defined as the proportion of transboundary basin area with an operational arrangement for water cooperation. 2. The step-by-step monitoring methodology for indicator 6.5.2, developed by UN ECE and UNESCO in the framework of UN-Water, should be referred to for details on the necessary data, the definitions and the calculation. 3. The value of the indicator at the national level is derived by adding up the surface area in a country of those transboundary basins (river and lake basins and aquifers) that are covered by an operational arrangement and dividing the area obtained by the aggregate total area in a country of all transboundary basins (both river and lake basins, and aquifers). 4. Transboundary basins are basins of transboundary waters, that is, of any surface waters (notably rivers, lakes) or groundwaters which mark, cross or are located on boundaries between by two or more States. For the purpose of the calculation of this indicator, for a transboundary river or lake, the basin area is determined by the extent of its catchment. For groundwater, the area to be considered is the extent of the aquifer. 5. An “arrangement for water cooperation” is a bilateral or multilateral treaty, convention, agreement or other formal arrangement among riparian countries that provides a framework for cooperation on transboundary water management. 6. For an arrangement to be considered “operational” all the following criteria need to be in place in practice : (a) There is a joint body, joint mechanism or commission (e.g., a river basin organization) for transboundary cooperation (criterion 1); (b) There are regular (at least once per year) formal communications between riparian countries in form of meetings (either at the political or technical level) (criterion 2); (c) Joint objectives, a common strategy, a joint or coordinated management plan, or an action plan have been agreed upon by the riparian countries (criterion 3); (d) There is a regular (at least once per year) exchange of data and information (criterion 4). Calculation of indicator 6.5.2 7.
